On October 10, 2024, the Ministry of Culture, Sports, and Tourism of Vietnam issued Official Dispatch 4421/BVHTTDL-PC regarding the observance of Vietnam's Law Day 2024.

The Ministry of Culture, Sports, and Tourism of Vietnam has provided guidance for the observance of Vietnam's Law Day of the Socialist Republic of Vietnam on November 9 (Vietnam's Law Day) for the year 2024 as follows:

(1) Theme:

Continue innovating and improving the quality of law-making and enforcement; supporting, accompanying, and enhancing the legal accessibility of citizens and businesses, strengthening discipline, responsibility, effectiveness, and efficiency in state management across the sectors of culture, sports, and tourism with the motto “Accelerate, innovate, reach the goal.”

Based on functions, tasks, management fields, and actual situation, agencies, units, and Departments should proactively select a theme for Vietnam's Law Day dissemination appropriate to the specific conditions of the unit and locality to align with the core content of Vietnam's Law Day 2024.

(2) Propaganda Slogans:

Agencies, units, and Departments may refer to and use the following slogans:

- “Actively participate in Vietnam's Law Day, contributing to enhancing the effectiveness of law making, enforcement, and protection.”

- “Proactively learn and exemplify compliance with the Constitution and laws as a responsibility of each official and public employee, worker of the culture, sports, and tourism sector.”

- “Strengthen policy communication in culture, sports, and tourism contributing to building consensus, improving effectiveness and efficiency in law enforcement.”

- “Understanding and observing the law is protecting oneself and the community, for a democratic, equitable, and civilized society.”

- “Improve law enforcement effectiveness, enhance the legal accessibility of citizens and businesses.”

- “Actively pursue administrative reform, digital transformation, reduce compliance costs to contribute to freeing resources, accompany citizens and businesses.”

(3) Content

Based on practical conditions and political tasks of the agency, unit, locality, activities responding to Vietnam's Law Day 2024 should focus on the following content:

- Intensify dissemination and education to raise awareness of the Socialist law-governed State of Vietnam, focusing on promulgating policies and laws, supporting to address difficulties for citizens and businesses; new laws, ordinances, documents passed in 2023 and 2024; regulations directly related to production, business, legal rights and interests of citizens and businesses; laws on anti-corruption, negativity, wastefulness; national defense and security; recovery of assets lost or appropriated in criminal cases of corruption and economy; crime prevention; grassroots democracy; disease and natural disaster prevention; family, school violence prevention; copyright; cinema... discipline, administrative discipline in public service execution; simplifying administrative procedures, developing data application on residence, electronic identity and authentication serving national digital transformation; issues of public interest or need societal guidance.

- Enhance communication on draft policies within the scope of the Scheme “Organizing policy communication with significant societal impact during the legal document drafting period 2022-2027”, in the Law and Ordinance formulation program 2024, Government's work program 2024, Prime Minister's especially those Law projects playing a crucial role in creating a favorable environment for culture, sports, tourism activities, investment, business, ensuring the interests of citizens, businesses such as: draft Law on Cultural Heritage (amendment); Law Amending, Supplementing a number of articles of the Advertising Law... contributing to consolidating trust, creating consensus throughout society.

- Combat and refute incorrect, distorted views regarding the purpose and meaning of Vietnam's Law Day, distort laws in effect and during the National Assembly's discussions giving opinions on draft Laws, especially those draft Laws with profound impacts on people's lives.

- Inform, reflect, honor good examples, exemplary individuals in creating, enforcing, and protecting laws.
