In Decision 1189/QD-TTg of 2024, the goal has been set for Vietnam women's football to reach the top 8 in Asia by 2030.

Vietnam Women's Football aiming to enter Top 8 in Asia by 2030

On October 15, 2024, the Prime Minister of the Government of Vietnam issued Decision 1189/QD-TTg approving the Strategy for the Development of Physical Education and Sports in Vietnam until 2030, with a vision towards 2045.

Specifically, in the Strategy for the Development of Physical Education and Sports in Vietnam until 2030, with a vision towards 2045, the general goals set forth are:

- Building a sustainable and professional physical education and sports foundation. Every citizen has access to and benefits from physical education and sports services;

- Voluntarily engaging in exercise to improve health, physical fitness, and quality of life. Enhancing the performance of Vietnamese sports, gradually approaching, and advancing to the level of countries with developed sports industries in Asia. Expanding the sports market, effectively mobilizing and using resources for the development of physical education and sports.

From the general objectives, Decision 1189/QD-TTg in 2024 has set specific objectives as follows:

- The movement for physical education and sports for all to develop widely, with the number of people regularly participating in physical education and sports according to defined criteria reaching over 45% of the population; over 90% of students, armed forces achieving the physical training standards; nearly all administrative units at the commune level to local facilities (collectively called villages, residential groups) and residential areas have local sports clubs.

- High-performance sports maintaining a top 3 position at SEA Games and a top 20 position at ASIAD; striving to achieve 05 to 07 gold medals at ASIAD, winning medals at the Olympic and Paralympic Games, men's football in the top 10 in Asia and women's football in the top 8 in Asia.

- Most national-grade facilities for athlete training and sports competitions have been upgraded and progressively modernized. Striving for 100% of provinces and centrally governed cities to have 3 basic sports facilities (gymnasium, stadium, swimming pool) and 100% of commune-level administrative units to have sports or cultural-sports facilities meeting defined criteria and standards. Nearly all villages, residential groups, residential areas, urban areas, industrial zones, export processing zones, economic zones have at least one sports facility or one public physical activity point.

- Creating a fundamental transformation in the research, application of science, technology, sports medicine; most management and operational activities in physical education and sports are digitized, utilizing modern information technology.

- The economic activities of sports see strong development, with significant growth in quantity and scale of physical education and sports production and business establishments and diversification in types of physical education and sports services from 2025 to 2030.

- The number of national sports associations reaching over 50 organizations with significantly improved operational effectiveness.

Additionally, for the 2045 orientation, striving for high-performance sports regularly maintaining a top 2 position at SEA Games, top 15 at ASIAD, and top 50 at Olympic Games; men's football in the top 8 in Asia and securing the right to participate in the World Cup; women's football in the top 6 in Asia and securing the right to participate in World Cups.

Duties concerning the Institution and Law of Vietnamese Sports by 2030

In the section on missions and primary solutions of the Strategy for the Development of Physical Education and Sports in Vietnam until 2030, with a vision towards 2045, missions and solutions related to the institution and law are detailed as follows:

- Review and amend the Law on Physical Education and Sports towards clearly distinguishing the nature of physical education and sports activities; supplement, specify mechanisms, policies for development investment, encourage, attract, and incentivize physical-technical infrastructure, system of physical and sports institutions, human resources, and talent in sports activities.

Complete regulations on professional sports, high-performance sports, physical education and sports for all; physical education and sports in schools; physical education and sports for the elderly, people with disabilities, ethnic minorities, and mountainous, remote, border, island, industrial, and export processing areas; on promoting sports economy associated with ownership rights, transfer, exploitation of rights, sponsorship, sports betting, mechanism for private investment in and mobilizing resources in physical education and sports.

- Review, research to propose specific policies and regulations on sports lottery, suitable with international trends and the conditions, characteristics, and legal regulations of Vietnam, to create necessary and lawful resources contributing to the development of physical education, sports, and socio-economic development.

- Continue to complete specific and appropriate regulations on the management and development of sports associated with tourism, recreational sports, extreme sports, electronic sports, and new sports types; on the management and development of the market in physical education and sports activities.

- Accelerate administrative reform, strengthen decentralization in the management of physical education and sports; review, gradually streamline the organization of physical education and sports bodies to both meet professional duties requirements and duly perform the functions and roles of state management.

- Consolidate, promote the role and capabilities of the Vietnam Olympic Committee, Vietnam Paralympic Committee, and national, provincial sports associations; continue to develop the quantity of physical education and sports organizations. Clearly define management functions, duties, and coordination mechanisms between state management bodies, specialized agencies, and sports associations.

- Renew statistics and evaluation criteria for the quality of physical education and sports activities; propose a set of indicators for the development of physical education and sports in the national and local socio-economic development plans for the competent authorities to consider and decide.

- Complete the system of standards, norms, economic-technical levels, and state mechanisms for assignment, ordering public service provision in physical education and sports.

More details can be found in Decision 1189/QD-TTg, which comes into force in Vietnam from October 15, 2024.
