On October 15, 2024, the Prime Minister of the Government of Vietnam issued Decision 1189/QD-TTg approving the Strategy for the Development of Physical Training and Sports in Vietnam until 2030, with a vision to 2045.

Tasks on Regulatory institutions and Laws of Vietnamese Sports until 2030

In the section on tasks and main solutions of the Strategy for the Development of Physical Training and Sports in Vietnam until 2030, with a vision to 2045, the tasks and solutions for institutions and legislation are outlined as follows:

- Review and amend the Law on Physical Training and Sports towards clearly distinguishing the nature of physical training and sports activities; supplement and specify mechanisms and policies for investment and development, incentives, attraction policies for infrastructure - technical facilities, systems of physical training and sports institutions, human resources, and talents in sports activities.

Perfect regulations on professional sports, high-performance sports, physical training and sports for everyone; physical education and sports in schools; physical training and sports for the elderly, people with disabilities, ethnic minorities, remote and isolated areas, border areas, islands, and within industrial zones and export processing zones; on promoting sports economy associated with ownership rights, transfer, copyright exploitation, sponsorship, sports betting, mechanisms for private investment in, and mobilizing resources in the field of physical training and sports.

- Review and research to propose specific guidelines and regulations on sports lotteries, in line with international trends and Vietnam’s conditions, characteristics, and legal regulations, to create necessary and legal resources that contribute to the development of physical training, sports, and socio-economic aspects.

- Continue to perfect specific and appropriate regulations on the management and development of sports linked to tourism, recreational sports, adventure sports, electronic sports, and new forms of sports; on management and development of the market in physical training and sports activities.

- Strengthen administrative reforms, increase decentralization in the management of physical training and sports activities; review and gradually consolidate the organization of the apparatus for physical training and sports towards meeting the requirements, professional tasks, and implementing the functions and roles of state management correctly.

- Strengthen and promote the role and capacity of the Vietnam Olympic Committee, Vietnam Paralympic Committee, and national and provincial sports associations; continue to develop the number of sports associations and organizations. Clearly define the management functions and cooperation mechanisms between state management agencies, specialized agencies, and sports and physical training associations.

- Renew criteria and methods for statistics and evaluation of the quality of physical training and sports activities; propose a set of criteria for the development of physical training and sports in the socio-economic development plans of the country and each locality for competent authorities to consider and decide.

- Perfect the system of standards, regulations, economic-technical norms, and state mechanisms regarding task assignment, service orders for providing public services in the field of physical training and sports.
