Tasks, Procedures, and Organization of Thematic Forest Investigation

Circular 33/2018/TT-BNNPTNT was issued by the Ministry of Agriculture and Rural Development on November 16, 2018, specifying the tasks, procedures, and organization for thematic forest investigations.

Accordingly, Circular 33 stipulates the tasks of thematic forest investigation, including: investigation of forest area; investigation of forest reserves; investigation of forest structure; investigation of forest growth; investigation of forest regeneration; investigation of non-timber forest products; site investigation; investigation of forest ecosystem diversity; investigation of forest flora; investigation of vertebrate forest fauna; investigation of forest insects and pests, forest diseases.

The process of thematic forest investigation is regulated by Circular 33 to be implemented as follows:

- Preparatory work, including: developing the outline and cost estimates; preparing necessary materials and equipment; collecting and processing related images, maps, and documents; determining the necessary sample volume according to the investigation content; designing the system for the investigation samples on the map;- Field investigation, including: establishing investigation samples in the field; collecting data and specimens from investigation samples; supplementary investigation of forest status plots to create the current forest status map and other thematic maps (if any); inspecting, supervising, and accepting the quality of field investigations;- Internal processing and calculation, including: editing and completing the current forest status map and thematic maps (if any); selecting software, statistical mathematical methods for processing and calculating forest area, quality indicators of forest, site conditions, biodiversity; analyzing, aggregating, and writing the forest investigation result report and thematic reports; inspecting and accepting the quality of thematic forest investigation results.

Two organizations for thematic forest investigation include:

- The thematic forest investigation organization shall comply with legal regulations;- The authority that decides on thematic forest investigation projects is responsible for approving and publishing the investigation results.
