Tasks and powers of Vietnam National Center For Rural Water Supply and Environmental Sanitation

(1) Serve state management of clean water supply, drainage, wastewater treatment, and rural environmental sanitation under the management of the Department of Irrigation.

- Participate in developing legal documents, policy mechanisms, strategies, plans to develop clean water supply networks, medium-term and annual plans; programs, schemes, topics and projects;

- Participate in and implement standards development; technical standards; technical and economic norms; technical processes; professional and technical guidance documents;

- Participate, develop, guide, monitor, and supervise clean water supply, drainage, wastewater treatment, and rural environmental sanitation;

- Conduct basic investigation and planning for the development of clean water supply, drainage, wastewater treatment, and rural environmental sanitation networks in the national planning system and specialized technical planning;

- Participate in, implement digital transformation, build and manage databases, monitor, evaluate, synthesize, report, and make recommendations on clean water supply, drainage, wastewater treatment, and rural environmental sanitation nationwide;

- Investigate, survey, evaluate, analyze, and forecast the water quality of rural clean water and environmental sanitation projects;

- Information, education, communication, publishing newsletters, websites, training, and professional guidance on clean water supply, drainage, wastewater treatment, and rural environmental sanitation according to the regulations of the Law;

- Participate in preventing, combating, and overcoming the consequences of natural disasters and providing emergency support for clean water and rural environmental sanitation when drought, water shortage, saltwater intrusion, flood, inundation, and waterlogging occur;

- Participate in and carry out tasks on rural clean water in the Water Source Security and Dam and Reservoir Safety Project; National target program for building new rural areas; and other programs, schemes, and projects as assigned by the Director of the Irrigation Department;

- Research, application, piloting, and technology transfer; international cooperation on clean water supply, drainage, wastewater treatment, and rural environmental sanitation;

- Carry out tasks of the project owner and investor as assigned by the Director of the Irrigation Department.

(2) Provide services for clean water supply, drainage, wastewater treatment, and rural environmental sanitation:

- Developing technical standards and technical and economic norms; Prepare price plans for clean water and wastewater; Basic investigation; Prepare projects and plans to develop clean water supply, drainage, wastewater treatment, and rural environmental sanitation networks; Prevent the loss of clean water in rural areas;

- Exploration, exploitation, and preparation of documents and procedures for applying for environmental and water resources licenses (underground water exploration, exploitation, and use of surface water resources, underground water, discharge of wastewater into water sources);

- Testing and analyzing water quality and the environment;

- Environmental impact assessment and strategic environment;

- Training, fostering, and coaching;

- Joint ventures, partnerships, collaborations, research, and the implementation of scientific and technological applications, as well as international cooperation, consulting, and technology transfer in the fields of clean water supply, wastewater treatment, environmental sanitation in rural areas, and other relevant fields in accordance with the provisions of the law and the capacity of the Center.

- Technology transfer, supply, and installation of materials and equipment;

- Bidding consulting, verification consulting, and project management;

- Investigation, survey, project planning, design, supervision, construction, and equipment installation; construction quality inspection;

- Implementing digital transformation services; building and managing databases.

(3) Manage officials and employees according to the decentralization of the Director of the Department and the provisions of law. Implement regimes and policies for emulation, reward, discipline, training, fostering, and professional expertise for officials and workers under the Center's management according to regulations.

(4) Manage the Center's finances, assets, and other resources according to regulations.

(5) Implement administrative reform contents according to programs, plans, and assignments of the Irrigation Department; carry out anti-corruption work; practice thrift and prevent waste.

(6) Perform other tasks assigned by the Director.
