The Ministry of Public Security promulgates Circular 64/2017/TT-BCA amending and supplementing several articles of Circular 15/2014/TT-BCA regulating vehicle registration.
Circular 64 has supplemented the cases for revoking vehicle registration certificates and license plates, specifically the following cases according to current regulations:
- Vehicles that are damaged and cannot be used or are destroyed due to objective reasons.- Vehicles where the engine and frame are removed for replacement in other vehicles.- Temporarily imported vehicles of foreign agencies, organizations, or individuals for re-export or transfer within Vietnam.- Vehicles exempted from import duty, now transferred for other purposes.- Vehicles registered in special economic and trade zones or international border gate economic zones upon re-export or transfer to Vietnam.- Stolen or misappropriated vehicles that cannot be found, the vehicle owner requests the revocation of the vehicle registration certificate.- Vehicles that have expired their usage period; vehicles not allowed to circulate according to law; vehicles with conclusions from competent authorities confirming the welding of both engine and frame numbers, or only one of those numbers.- Vehicles registered and issued license plates with a blue background, white characters and numbers; vehicles with license plates with the 80 symbol, white background, black characters, and numbers when there is a decision to transfer, sell, gift, or donate the vehicle.
