Supplementary Regulations on the Responsibilities of Medical Institutions and Heads of Medical Institutions

Circular 13/2018/TT-BKHCN was issued by the Ministry of Science and Technology to amend and supplement several articles of the Joint Circular 13/2014/TTLT-BKHCN-BYT on the regulations for ensuring radiation safety in medical practice.

To be specific, the responsibilities of medical facilities and the heads of medical facilities in ensuring radiation safety are stipulated as follows:

- Medical facilities using radiation devices, radioactive sources, and radiopharmaceuticals must comply with radiation safety requirements as stipulated in Joint Circular 13 and other current relevant legal documents.- Medical facilities using radiation devices, radioactive sources, and radiopharmaceuticals can only carry out medical radiation activities after obtaining a permit to conduct radiation work from the competent authority.- The head of a medical facility bears the highest responsibility for ensuring radiation safety for medical radiation workers, other staff within the medical facility, the public, and the surrounding environment with specific responsibilities as follows:- Thoroughly understanding and strictly implementing the provisions of the law on ensuring radiation safety, and radiation safety requirements;- Declaring the facility's radiation safety policy, affirming commitment to ensuring safety, and providing priority conditions for implementing radiation safety measures;- Appointing a safety officer; clearly defining the functions, duties, and authority of the safety officer; providing sufficient time and financial conditions for the safety officer to fulfill their responsibilities;- Facilitating inspection teams, inspection delegations, and inspectors in performing specialized inspections and checks on radiation and nuclear safety; providing necessary information upon request;- Arranging other suitable work unrelated to radiation for pregnant female medical radiation workers upon receiving written notification from the radiation worker.
