Circular 23/2018/TT-BTTTT was signed and promulgated by the Ministry of Information and Communications, providing guidance on the implementation of the Target IT Program for the 2016-2020 period.

According to the provisions of Circular 23, the results of investment for information technology application activities must meet the following requirements:

- Ministries, central authorities, and local authorities must complete the construction of LGSP systems ensuring the ability to connect with national databases, and information systems on the scale and scope from Central to local levels via the NGSP system, to be completed before December 31, 2020;- Promulgate the Government of Vietnam electronic architecture at the ministry level and Provincial electronic government architecture according to regulations;- Shared databases must be connected, synchronized, and shared to ensure that administrative procedure dossiers are processed online for online public services reaching the level 4; ensure that administrative procedure dossiers exchanged between one-stop-shop departments are exchanged via the online environment.
