Standards for Vocational Education Teachers Rank I

The Ministry of Labor, Invalids and Social Affairs has just promulgated Circular 03/2018/TT-BLDTBXH on June 15, 2018, stipulating the standards for Level I vocational education teachers.

Circular 03 stipulates standards for training and retraining qualifications, which include:

- Lecturers teaching specialized theory must have a doctoral degree in a field relevant to the subject they are teaching; lecturers teaching both theory and practical subjects must have at least a master's degree in a relevant field and a vocational skills certificate to teach practical subjects at the intermediate level;- Meet the standards of pedagogical professional qualifications;- Have a foreign language proficiency of level 4 (B2) or equivalent or higher;- Have information technology skills that meet the basic requirements for the use of information technology as stipulated;- Have a training certificate according to the standards for the professional titles of vocational education teachers, grade I.

Additionally, Circular 03 stipulates standards for professional competence and qualifications as follows:

- Have comprehensive knowledge of the field or profession assigned to teach; have knowledge of related fields or professions; possess a solid understanding of professional practice and the latest scientific and technological advancements in the assigned teaching field;- Master knowledge of pedagogical methods, proficiently apply pedagogical skills and methods to teaching;- Be well-versed in educational science research methods, vocational education, and technology; know how to organize scientific research, apply research results, scientific and technical advancements, or technical innovations to teaching and professional practice;- Lead or participate in the compilation of at least one (1) program, one (1) textbook, or one (1) specialized book relevant to the assigned teaching field;- Win awards in national teaching competitions and achieve at least one of the following: be the main organizer or participant in the design and manufacture of at least one (1) teaching aid or equipment that has won an award in national self-made teaching equipment contests; train at least one (1) teacher who has won an award in national teaching competitions; train at least one (1) learner who has won an award in national vocational skills, cultural, art, or sports competitions or higher;- Lead the execution of at least one (1) grassroots or higher-level scientific research project that has been accepted with results meeting the requirements or higher;- Have at least one (1) scientific article published in a scientific journal or presented in the proceedings of national or international conferences;- Civil servants seeking promotion to the professional title of vocational education teacher, grade I must have held the position of vocational education teacher, grade II or equivalent for at least six (6) years, with at least the most recent two (2) years holding the position of vocational education teacher, grade II.
