Circular 45/2017/TT-BTTTT was issued by the Ministry of Information and Communications, stipulating the standards for occupational titles of public employees specializing in information technology.

To be specific, a public employee attaining the position of IT Auditor Class I must meet the following standards:

Standards on training and education qualifications:

- Possess a master's degree in IT-related training fields or higher;- Have a level 4 (B2) foreign language proficiency according to Circular 01/2014/TT-BGDDT;- Hold a certificate of training in standards for the position of IT Auditor Class I.

Standards on professional competence and skills:

- Proficient in specialized professional activities concerning the organization and operation of the sector, locality, unit, and related establishments assigned;- Effectively perform duties related to information technology and information security;- An employee promoted from the position of IT Auditor Class II to IT Auditor Class I must fully meet the above requirements and have held the position of IT Auditor Class II and equivalent positions for a total minimum period of 06 years, with at least 02 years in the position of IT Auditor Class II.
