Standards for the Educational Qualifications of Information Security Title Class II

At the end of 2017, the Ministry of Information and Communications issued Circular 45/2017/TT-BTTTT stipulating the professional title standards for public employees in the information technology sector.

Circular 45 stipulates that the qualifications for the rank II information security title must meet the following educational standards:

- Holding a university degree or higher in relevant or close majors trained in IT;- Possessing level 3 (B1) foreign language proficiency according to Circular 01/2014/TT-BGDDT;- Having a certificate of training in the standards for the rank II Information Security title.

In addition, the individual attaining this title must meet the following standards of professional competence and proficiency:

- Being proficient in professional operations related to the organization, activities of the sector, local units, and relevant establishments assigned to the task;- Effectively performing tasks related to information technology and information security;- Officials promoting from the rank III Information Security title to the rank II Information Security title must fully meet the above regulations and have a total time holding the rank III Information Security title and equivalent positions for at least 09 years, including at least 03 years holding the rank III Information Security title.
