On June 15, 2018, the Ministry of Labor, Invalids, and Social Affairs issued Circular 03/2018/TT-BLDTBXH stipulating the standards for the professional title of public employee specialized in vocational education. Notably, it includes regulations on the standards for senior vocational education lecturers.
Circular 03 stipulated the standards for senior vocational education lecturers as follows:
Standards on Training and Professional Development
- Lecturers teaching theory must have a doctoral degree in a discipline appropriate to the subject taught; lecturers teaching both theory and practice must have a master's degree or higher in a discipline appropriate to the subject taught and a vocational skills certificate to teach practice at the college level;- Meet the professional pedagogical standards;- Have a foreign language level 4 (B2);- Have basic information technology skills or higher;- Have a certification of training according to the standards for the professional title of senior vocational education lecturer (Class I).
Standards on Professional Competence
- Possess in-depth knowledge of the discipline assigned to teach; have knowledge of relevant disciplines; have extensive understanding of professional practice, scientific and technological advancements in the discipline assigned to teach;- Master and deeply understand pedagogical skills, proficiently apply teaching methods; able to evaluate and summarize teaching experiences and methods to disseminate for other lecturers and teachers to apply;- Master educational research methods, vocational education, and technology; capable of directing and organizing scientific research, applying research results, scientific and technological advancements, or technical innovations to teaching and professional practice;- Lead or participate in authoring at least one (01) curriculum or one (01) textbook in a discipline appropriate to the subject assigned to teach, or lead or participate in authoring at least two (02) specialized books in a discipline appropriate to the subject assigned to teach;- Win an award in the National Vocational Teachers' Competition or the National Professional Teachers' Competition or the National Vocational Education Teachers' Competition (collectively referred to as the National Competition) and achieve at least one of the following accomplishments:- Lead or participate in designing and manufacturing at least one (01) teaching material or equipment awarded in the National Hand-Made Vocational Training Equipment Competition or the National Hand-Made Training Equipment Competition (collectively referred to as the National Hand-Made Equipment Competition);- Train at least one (01) teacher or lecturer who wins an award in the National Competition;- Train at least one (01) student who wins an award in a national vocational competition, cultural, artistic, or sports competition and one (01) student who wins an award in a regional or international vocational competition, cultural, artistic, or sports competition, or train at least three (03) students who win an award in national vocational competitions, cultural, artistic, or sports competitions or higher;- Lead at least two (02) grassroots-level scientific research projects or one (01) higher-level project that has been accepted with a satisfactory result or higher;- Have at least two (02) scientific articles published in scientific journals or presented in national or international conference proceedings;- A public employee promoted to the title of senior vocational education lecturer (Class I) must have served in the title of principal vocational education lecturer (Class II) or equivalent for at least six (06) years, with at least two (02) recent years in the title of principal vocational education lecturer (Class II).
