On January 11, 2024, the Prime Minister issued Decision 36/QD-TTg approving the Planning of information and communications infrastructure for the period 2021-2030, with a vision to 2050.
The solutions for implementing the planning of information and communications infrastructure for the period 2021–2030, with a vision to 2050, include:
(1) Solutions regarding mechanisms and policies
- Solutions for improving mechanisms and policies
+ Reviewing and proposing amendments and supplements to the legal framework to encourage innovation, creativity, and diverse resource mobilization for infrastructure development, promoting digital transformation in the fields of information and communication, and ensuring network information security.
- Solutions for establishing mechanisms and policies to stimulate domestic demand
+ Developing policies to encourage and promote the use of cloud computing services provided by Vietnamese enterprises by state agencies, businesses, and individuals.
+ Solutions for promoting connectivity and synchronized development of information and communication infrastructure with other sectors
Developing policies to regulate coordination, sharing, and joint use of information and communication infrastructure with economic and social infrastructure to enhance investment efficiency and effective use of national resources.
+ Policy allowing data centers to apply direct power purchase mechanisms.
+ Policies to encourage and require the use of shared national digital platforms, promoting data connectivity to improve the efficiency of infrastructure exploitation and save social resources.
+ Implementing the National Land Use Planning in the field of information and communication to ensure the effective use of public postal network infrastructure, data center infrastructure, and concentrated information technology zones in the period 2021–2025 and subsequent stages.
- Solutions for ensuring national defense and security
+ Ensuring a unified awareness from central to local levels regarding network information security and cyber security is the responsibility of the entire political system, with the National Cyber Security and Safety Steering Committee coordinating the cooperation among the four forces (Ministries of Public Security, National Defense, Information and Communication, and Central Committee of Propaganda). These forces actively and coordinately perform their assigned functions and tasks. Regularly disseminating and fully implementing the party's guidelines, state policies, and laws on network information security and cyber security, considering it an important task of the political system.
+ Enhancing the awareness and responsibility of party committees and governments at all levels, the Fatherland Front, political-sociocultural organizations, people, and businesses in ensuring network information security and cyber security. The leaders of party committees directly lead, guide, and take responsibility for network information security and cyber security work, actively reviewing and clearly identifying key issues and focal points to effectively direct the implementation. Promoting the effective participation of people in ensuring network information security and cyber security and proactively responding to risks and challenges in cyberspace.
+ Establishing the People's Security Front in cyberspace that is closely linked to the People's Defense Front in cyberspace. Improving policies to protect national security and the interests of the country in cyberspace. Developing and improving legal documents as a basis for coordination between the enforcement agencies of the Ministry of Public Security, the Ministry of National Defense, the management agencies of the Ministry of Information and Communication, and the responsibilities of business entities in ensuring security and defense. Researching and issuing mechanisms for shared use of information network security and cyber security infrastructure between the management agencies of the Ministry of Information and Communication and the functional units of the Ministry of Public Security and Ministry of National Defense.
+ Enhancing self-reliance in network information security and cybersecurity. Emphasizing the mobilization of diverse resources to enhance research capabilities in network information security and cybersecurity; promoting investment in network information security and cybersecurity infrastructure; and promoting the application of network information security and cybersecurity products and services to serve security and defense objectives, allowing for integration with economic and social development goals to quickly master core technologies in network information security and cybersecurity.
+ Ensuring network information security and cybersecurity in the process of selecting and deploying services and technologies for information and communication infrastructure; prioritizing the use of Vietnamese network information security and cybersecurity products. Establishing regulations to protect important national information systems from the design, construction, development, operation, and use stages. Ensuring network information security and cybersecurity in the design, construction, operation, and exploitation of information and communication infrastructure (including the construction of specialized systems such as the National Cybersecurity Center, etc.).
+ Granting radio frequency licenses for state-owned enterprises directly serving defense and security, combining economic development tasks with defense and security missions according to the provisions of the amended Law on Radio Frequency.
+ Mobilizing resources to serve the development of network information security and cybersecurity. The state ensures funds for national network information security and cybersecurity work by allocating a minimum of 10% of the budget for science and technology, digital transformation, and information technology applications to network information security and cybersecurity.
+ Focusing on building mechanisms, policies, and laws and implementing activities to train and develop network information security and cybersecurity human resources; building a high-quality workforce of scientists, engineers, and young talents in network information security and cybersecurity. Implementing the project "Training cybersecurity human resources until 2025, vision until 2030" and the project "Training and developing human resources in network information security in the period 2021-2025".
+ Strengthening international cooperation, with a priority given to cooperation with strategic partner countries and major international organizations with credibility, to enhance Vietnam's role and position in the field of network information security and cybersecurity on the international stage through proactive and responsible participation in the development of common regulations and recommendations on network information security and cybersecurity.
(2) Solutions related to science and technology and the environment
- Encouraging corporations and enterprises to invest in research and development, mastery of new technologies such as next-generation telecommunications networks, the IoE (Internet of Everything), artificial intelligence (AI), big data, and blockchain technology, collaborating with domestic and foreign research institutions, purchasing and receiving advanced technology transfers, and encouraging and supporting intellectual property registration activities.
- Building digital infrastructure and broadband connectivity for all people and businesses; developing digital platforms that promote innovation and provide technologies such as artificial intelligence, IoT, data analytics, digital payment, etc., to support innovation and entrepreneurship in the field of information and communication.
- Issuing standards and regulations on information and communication infrastructure; Providing technical guidance on connection, sharing, and efficient use of national digital platforms to ensure safety and effective use of data resources.
- Applying advanced technologies in public postal networks, such as automation, automatic sorting, automatic parcel storage, automatic sorting, IoT device systems, etc., to support the connection of other enterprises to the postal network, unify processes, maximize resource utilization, reduce national logistics costs, and enhance national competitiveness and competitiveness in the international supply chain.
- Ceasing the deployment of outdated mobile telecommunications technologies according to the roadmap and reallocating the radio frequency spectrum for use in next-generation mobile systems. From 2025 on, focus on developing 5th generation mobile networks (5G). Allocate telecommunications resources (frequency, numbering, domain, etc.) according to market mechanisms to ensure the provision of quality telecommunications services at the regional and global levels.
- Researching and selecting national digital broadcasting standards based on maximizing existing infrastructure, minimizing investment and operation costs, being consistent with Vietnam's national radio frequency spectrum usage plan, and being accepted and widely applied by international broadcasting, television, and telecommunications organizations and countries.
- Regulating that components of information and communication infrastructure must ensure information security and meet criteria for disaster prevention and response from the design, production, and manufacturing stages.
- Developing telecommunications infrastructure and digital infrastructure to withstand appropriate levels of natural disaster risk in accordance with the specific characteristics of each region and locality to ensure sustainable development, contribute to the development of the sector, socio-economic development, and proactive adaptation to climate change.
- Applying green standards and regulations when investing in or upgrading data centers to ensure green criteria and the efficiency of national data center investments as planned.
- Establishing key laboratories to develop Make in Vietnam key products serving the digital government, digital economy, digital society, digital transformation, smart manufacturing, smart agriculture, etc.
(3) Solutions for human resource development:
- Implementing human resource training programs in the field of information and communication; developing high-quality human resources closely linked to the development and application of science and technology.
- Prioritizing the development of information technology-concentrated areas near science cities, universities, research institutions, and large data centers to enhance the quality of human resources and create a connection between universities, businesses, and information technology-concentrated areas.
- Researching and issue innovative training program criteria to adapt to the development of technology and the information and communication industry; develop training programs and plans to ensure sufficient quantity and quality of human resources.
(4) Market and service development solutions:
Establishing and effectively managing the market to ensure equal competition between infrastructure and non-infrastructure enterprises, creating incentives for innovation and creativity in providing information and communication services.
(5) Solutions for capital mobilization and investment
- General solutions:
+ Mobilizing all resources to invest in the development of information and communication infrastructure. Restructure public investment towards focusing on investment in information and communication infrastructure. Allocate investment capital with a focus on dynamic projects, with spillover effects and connectivity between methods, taking into account the balance between regions.
+ Using state budget funds to invest in national data centers. National multi-purpose data centers and regional multi-purpose data centers serving multiple purposes are invested in by businesses. Other data centers use appropriate funding from investors and comply with approved plans.
+ Mobilizing social resources in building information and communication infrastructure through joint investment and shared use of infrastructure, especially in developing national digital postal platforms, building regional and local postal centers, broadband infrastructure, and data centers; and building shared passive telecommunications infrastructure such as antenna towers, cable suspension poles, culverts, basins, cables, etc. Establish and issue mechanisms, policies on capital, investment, technological solutions, and suitable business models to attract investment in digital infrastructure and postal infrastructure. In addition to state-designated postal enterprises, mobilize strong market enterprises and enterprises currently participating in the last-mile delivery segment.
+ Implementing Decision No. 22/2021/QD-TTg on criteria for classifying state-owned enterprises and state-owned enterprises undergoing ownership transformation, restructuring, and divestment in the 2021–2025 period.
+ Supporting funding from the telecommunications public service fund for poor households, near-poor households, households in difficult areas, and other social policy beneficiaries to have access to broadband and smartphones. Support funding for businesses to deploy digital infrastructure in difficult areas, deep regions, and remote areas. Innovate and strengthen foreign investment promotion; have appropriate mechanisms and policies to attract investment in information and communication infrastructure.
+ Issuing mechanisms and policies for businesses investing in the development of information and communication infrastructure to have convenient access to credit. Research and implement preferential credit programs (investment stimulus lending programs, loans with preferential interest rates) for new investment in information and communication infrastructure development.
+ Creating favorable conditions for the private economy to access and use information and communication infrastructure on an equal basis with reasonable costs.
+ Attracting investment from startup investment funds and venture capital funds at home and abroad to build an information technology, electronics, and telecommunications industrial ecosystem and prioritizing the use of Make in Vietnam information technology industry products in concentrated information technology areas.
- Solutions for international cooperation
+ Actively participating in the activities of international organizations and relevant regional organizations in the development of information and communication infrastructure that Vietnam is a member of; be ready to play a leading role in areas where Vietnam has strengths; and actively participate in the construction of new international legal frameworks, standards, and principles regarding information and communication infrastructure that are in line with Vietnam's goals and interests.

+ Coordinating and synchronizing the implementation of planning between central and local levels, ensuring that local planning complies with the orientations of the planning of information and communications infrastructure, coordinating between ministries and sectors to handle inter-sectoral issues, and ensuring the unity, coherence, and effectiveness of the planning of information and communications infrastructure.
