The People's Council of Ho Chi Minh City, Vietnam emphasized the direction of key contents in 12 socio-economic tasks in the last 6 months of 2024.

Given the global, regional, and domestic economic situation, many challenges and difficulties are expected to significantly impact the socio-economic status of Ho Chi Minh City. In Resolution 67/NQ-HDND dated July 17, 2024, the City People's Council essentially agrees with the main groups of missions and solutions for the last 6 months of 2024 presented at the session. It requests the City People's Committee to focus on directing the following 12 main socio-economic tasks for the last 6 months of 2024:

(1) Continue to review and promptly update the directives from the Central Government, the Government of Vietnam, and the Prime Minister of Vietnam; the Resolutions and conclusions of the City Party Committee, and the City People's Council to implement according to assigned functions, tasks, and authorities. Focus resources on implementing the 2024 theme “Determined to effectively implement Digital Transformation and Resolution 98/2023/QH15”, and Resolution 93/NQ-CP dated June 18, 2024. Focus on proposing groups of solutions in terms of institutions, mechanisms, and policies to immediately address difficulties, and release resources for socio-economic advancement.

(2) Concentrate on disbursing the public investment capital plan, ensuring the annual disbursement rate as committed in the 2024 Public Investment Capital Disbursement Promotion Program; complete investment preparation procedures, submit investment intention to competent authorities, and approve investment projects for key transport projects and regional connectivity; expedite the completion of Ho Chi Minh City's urban railway line No. 1 (Ben Thanh - Suoi Tien line) to put it into effective operation in 2024.

(3) Develop an Implementation Plan for Ho Chi Minh City's Planning for the period 2021 - 2030, vision to 2050 as approved by the Prime Minister of Vietnam. Expedite the planning process, invest in synchronous infrastructure construction; Adjust the General Plan of Ho Chi Minh City up to 2040, vision to 2060; General Plan of Thu Duc City, a city within Ho Chi Minh City, up to 2040. Issue the Housing Development and Management Plan up to 2030; Implement Ho Chi Minh City and Thu Duc City Urban Development Programs. Approve the Scheme for renovating and rebuilding old apartments built before 1975 in the City. Continue reporting and proposing solutions to the Government of Vietnam's Working Group to address difficulties for real estate projects in the City; inspect and urge implementation of relocating houses on and along canals; strengthen supervision and handling of cases converting individual houses into rental apartments, splitting individual houses into smaller units for sale or lease.

(4) Implement the construction of legal documents guiding the 2024 Land Law. Complete the Scheme for managing and efficiently using resource assets, especially land, to create investment capital resources and related legal documents on land use. Conduct land inventory for 2024. Coordinate with Ministries, sectors, and relevant agencies to complete environmental protection tasks.

(5) Organize the construction of the City's Digital Economy Detection Scheme. Officially operate the City's Digital Government Operation Coordination System. Issue important documents and regulations serving the digital platform and emphasize administrative procedure reform, data digitization, and data connectivity.

(6) Proactively promote the activities of the Regional Council; leverage the City's central role as the Southeast region's connectivity hub to expand key transport corridors along rivers and towards the sea, promote supply chain connectivity, and organize trade, investment, and tourism promotion activities.

(7) Adequately invest resources for cultural-social development synchronized with economic development, build Ho Chi Minh Cultural Space, upgrade urban space, cultural works, preserve and promote cultural heritage values, continue to strongly implement the Cultural Industry Development Project, and build the City's unique brands and products. Focus on well-organizing cultural and sports activities for major, solemn, safe, economical, and effective events and festivals, preserving and promoting the City's and the country's fine traditional cultural values. Continue preparations for hosting the 10th National Sports Festival in 2026; train the City's teams to participate in domestic and international competitions in 2025.

Prepare and effectively implement the academic year 2024-2025 plan; ensure high-quality educational programs aligned with examination regulations; ensure recreational and career guidance activities for students. Review the development of the school network to have solutions to expedite project implementation, striving to meet the target of 300 classrooms per 10,000 school-age population (from 3 to 18 years old) by the end of 2025. Implement educational projects associated with international integration; develop vocational education, labor, and employment plans.

(8) Proactively and promptly respond to outbreaks. Develop and implement plans and projects to develop the health sector; strive to put new facilities of three gateway hospitals into operation on schedule; ensure sufficient pharmaceutical supply for grassroots healthcare (health stations) according to Circular 07/2024/TT-BYT.

(9) Strengthen labor supply and demand research and forecasting, ready solution to support labor supply for production sectors with high labor demand in the last months of the year; focus on high-quality human resources demand in key sectors and fields.

(10) Continue to promote international cooperation and integration activities; effectively implement economic diplomacy tasks serving the City's development. Complete the Scheme “Remittance Policy in Ho Chi Minh City 2024-2030”; develop software data on overseas Vietnamese residing in Ho Chi Minh City. Organize annual activities related to overseas Vietnamese in the City.

(11) Ensure national defense, security, social order, and fire prevention in the City. Strictly maintain combat readiness policies. Ensure absolute safety for major political, economic, and cultural events; actively prevent, detect, and effectively combat various types of crimes; ensure cybersecurity and media security; promote effective propaganda against wrong and hostile views in cyberspace.

(12) The City People's Council agrees in principle to develop the Ho Chi Minh City Urban Railway Development Scheme according to Conclusion 49-KL/TW dated February 28, 2023, of the Politburo to report to competent authorities for decision-making. It is necessary to submit to competent authorities to issue specific mechanisms and policies to create a full, feasible legal corridor suitable to the City's realities.
