On December 23, 2019, the Ministry of Labor, War Invalids and Social Affairs issued Circular 22/2019/TT-BLDTBXH stipulating the minimum volume of knowledge and competency requirements that learners must achieve after graduating from intermediate and college levels in technical fields.

Circular 22/2019/TT-BLDTBXH stipulates that the technical industrial pipe fitting college degree program, when studied at vocational schools, colleges, and universities offering college-level training with a minimum knowledge volume of 2250 hours, equivalent to 86 credits, ensures that the skills achieved by students upon graduation are:
- Proficiently performing application calculations in engineering and effectively using pipe symbol reference tables;- Analyzing the structure, physical properties, chemical properties, and mechanical properties of mechanical materials according to Vietnam standards and some other countries worldwide;- Distinguishing metals and alloys, steel and cast iron, non-ferrous metals and their alloys; Checking mechanical properties indicators of materials such as tensile strength, bending strength, hardness, and impact toughness of steel materials;- Implementing occupational safety and industrial hygiene measures well in the construction of industrial pipe fitting;- Effectively using drawings and technical documents in work;- Developing processing procedures, installing pipe supports, and pipe hangers;- Developing processing procedures and manufacturing pipe fittings;- Implementing methods for managing, maintaining tools, machines, devices, and construction materials;- Proficiently installing spatial pipeline systems in factory and enterprise projects;- Installing underground pipeline systems;- Installing pipelines in river, water, and swamp environments;- Dismantling, installing, maintaining, and replacing pipelines and pipeline equipment;- Testing pressure and cleaning pipeline after installation;- Repairing and maintaining pipeline systems;- Proficiently insulating pipelines according to technical requirements;- Calculating and managing production and construction costs;- Planning construction, organizing, arranging manpower to perform tasks; managing, monitoring technical aspects, and progress during installation;- Cooperating with team members and working effectively in groups;- Evaluating the results after the execution of work;- Using basic information technology as required, applying information technology in some specialized jobs of the profession;- Using basic foreign language skills, achieving level 2/6 in the Vietnamese foreign language proficiency framework; applying foreign languages in some specialized jobs of the profession.
After graduation, professionals in technical industrial pipe fitting typically engage in activities such as machining, connecting, assembling, blowing, cleaning the inside of pipes, pressure testing, maintenance, repair, and operation of pipeline systems. To perform the job well, one must proficiently use processing and installation tools and devices; possess determination, health, sound mental state, and quick reflexes to work in environments such as deep underground, high altitudes, at construction sites, and offshore.
