On July 18, 2013, the Minister of Natural Resources and Environment issued Circular 19/2013/TT-BTNMT stipulating the technical regulations for monitoring groundwater resources.

According to Article 7 of Circular 19/2013/TT-BTNMT, the procedures for sampling and analyzing water samples in water resources monitoring are stipulated as follows:
- Groundwater sampling shall comply with the national standard TCVN 6663-11:2011;- During purging, measure pH, Eh, Ec indicators until stable values are obtained before taking samples;- Iron sampling is conducted simultaneously with comprehensive sampling or in areas with iron content higher than the permissible standards;- Quality assurance and quality control shall be performed following the documentation and regulations of the Ministry of Natural Resources and Environment.
Preservation and transportation of samples: Samples shall be preserved and stored in accordance with the national standard TCVN 6663-3:2008.
Field analysis: For field analysis indicators, samples are taken in specialized tools. Calibrate the probes and conduct measurements, and record field data following the form in Appendix 5.
Laboratory analysis:
- Based on the quality objectives of the data and laboratory conditions, the analysis of parameters must follow one of the methods prescribed in Vietnamese standards;- If national standards are not available, other international standards with equivalent or higher accuracy may be applied;- Quality assurance and quality control in the laboratory shall be carried out following the documentation and regulations of the Ministry of Natural Resources and Environment for guidance on quality assurance and quality control in environmental monitoring.
- Data verification: Comprehensive verification of data reasonableness; the verification is based on sample documentation (minutes, field sampling logs, sample receipt notes, field analysis results), laboratory analysis result sheets, and quality control samples (blanks, duplicates, standards);- Statistical processing: Depending on the sample size and the report's content, statistical methods and different software may be used, but descriptive statistics (minimum value, maximum value, average value, the number of values exceeding the standard) must be included.
