Rights and Obligations of the Chief of the Direct Audit Quality Inspection Team

Recently, the Ministry of Finance issued Circular 157/2014/TT-BTC stipulating the regulations on quality control of audit services.

Circular 157/2014/TT-BTC specifically stipulates the rights and duties of the Chief Inspector in the direct assessment of audit service quality as follows:

1. Rights of the Chief Inspector:

In addition to the rights of the members of the Inspection Team, the Chief Inspector also has the following rights:

- Assign tasks and coordinate work for the members of the Inspection Team to implement the inspection plan;- Request the inspected entity to arrange personnel to coordinate work according to the inspection plan;- Make recommendations to the inspection agency regarding the handling of violations discovered through the inspection.

2. Duties of the Chief Inspector:

In addition to the duties of the members of the Inspection Team, the Chief Inspector also has the following duties:

- Organize the inspection appropriately with the inspected entity;- Direct the collection, verification, review, and handling of all related documents, ensuring the comprehensive collection and preservation of appropriate evidence regarding the work performed by the Inspection Team as the basis for making inspection conclusions;- Supervise the performance of tasks assigned to the members of the Inspection Team and act as the focal point for communicating issues discovered during the inspection with the inspected entity;- Report promptly to the inspection agency when notified by the inspected audit firm regarding any violations of independence by the Chief Inspector or members of the Inspection Team, or when there is a conflict between the members of the Inspection Team and the inspected entity during the inspection period, or report when requested by the inspection agency;- Prepare and sign the Inspection Results Report and take overall responsibility for the honesty and objectivity of the inspection results.
