Responsibility of Agencies and Units in Reporting Transport Sector Statistics

The Ministry of Transport has promulgated Circular 48/2017/TT-BGTVT stipulating the statistical indicator system and policies for statistical reporting in the transportation sector.

According to Circular 48, to ensure effective and accurate statistical reporting in the transportation sector, the relevant agencies and units have the following responsibilities:

- Advisory agencies under the Ministry of Transport:- The Planning and Investment Department takes the lead in developing and submitting the Statistical Investigation Program for the transportation sector to the Minister for issuance;- Functional Departments are responsible for guiding and urging relevant units to report; aggregating assigned report forms and reporting to State agencies.- The Directorate for Roads of Vietnam and Departments under the Ministry will organize the implementation, guiding the relevant units to collect and aggregate statistical information; reporting to the Ministry of Transport.- The Departments of Transport will collect statistical information within the province or city; aggregate and report to the Ministry of Transport, the Directorate for Roads of Vietnam, Departments under the Ministry of Transport, and the local Statistics Department.- Enterprises and units in the transportation sector will organize the collection and synthesis of statistical information managed by their units and report to the Ministry of Transport.- Agencies and units assigned the task of collecting data through statistical investigations will perform according to the Statistical Investigation Program for the transportation sector.- The Information Technology Center takes the lead, in cooperation with Departments, the Directorate for Roads of Vietnam, and Departments under the Ministry, in updating and supplementing the Ministry of Transport's statistical reporting software to meet the requirements for reporting and aggregating statistical data.- Agencies and units that violate regulations or fail to perform the tasks assigned in this Circular will be handled according to Decree 95/2016/ND-CP.
