Responsibilities of the Organization Presiding Over the Socio-Economic Support Program for Rural Areas

Recently, the Ministry of Science and Technology (BKHCN) issued Circular 07/2016/TT-BKHCN regulating the management of the program supporting the application and transfer of scientific and technological advances to promote the socio-economic development of rural, mountainous areas, and ethnic minority regions from 2016 to 2025.

Article 12 of Circular 07/2016/TT-BKHCN stipulates the responsibilities of the Leading Organization in managing the program to support the application and transfer of scientific and technological advancements, promoting rural socio-economic development, mountainous areas, and ethnic minority regions from 2016 to 2025, including:

  1. Propose organizations to support technology application for the project.

  2. Direct and fully implement all committed clauses in the contract. Ensure conditions regarding infrastructure, human resources, and funding (from allocated budget and off-budget funds) to execute the project.

  3. Manage project implementation funds and conduct financial settlements as stipulated; be responsible for managing the use of funds, materials, and project assets according to current regulations.

  4. Organize bidding for the procurement of materials and equipment following the provisions of the Law on Bidding and other related documents.

  5. Urge, inspect, and evaluate the project's implementation status, periodically report progress every 6 months as required; lead the organization for the inspection and acceptance of the project's model.

  6. Report in writing to the Provincial/City Department of Science and Technology, the Provincial/City People's Committee on arising issues affecting the project's implementation and propose solutions for projects delegated to local management.

  7. Report in writing to the Provincial/City Department of Science and Technology and the Ministry of Science and Technology on arising issues affecting the project's implementation and propose solutions for projects under Central management.

  8. Report in writing to the Ministry of Science and Technology summarizing the implementation of projects delegated to local management through the funding management unit (submission of both hard copy and unsecured PDF electronic file).

  9. Manage finances, assets, and products of the project as regulated.

  10. Develop plans and organize the extensive application of the project's results.
