According to Article 10 of Circular 07/2016/TT-BKHCN, the provincial and municipal People's Committees under central authority organize the implementation of the Program as assigned by the Prime Minister of Vietnam under Decision 1747/QD-TTg with the following specific tasks:

- Propose project orders suitable to the goals and content of the Program; categorize projects managed by the central government, projects authorized for local management to propose orders to the Ministry of Science and Technology according to the regulations at Article 14 of this Circular;- Establish and organize the provincial and municipal science and technology councils to directly assign projects authorized for local management after having the approval decision of support funding from the Minister of Science and Technology;- Appraise and approve projects authorized for local management, including: name, objectives, products, Leading Organization, Supporting Technology Application Organization, and implementation budget (approved central budget support, local budget, and other funding sources); approve counterpart funding from the local budget for projects managed by the central government (if any);- Aggregate budget estimates from local budget sources to perform the tasks of the Program locally and balance in the annual total local budget estimate;- Lead inspections and address issues arising during the implementation of projects authorized for local management; coordinate inspections and address issues arising during the implementation of centrally managed projects conducted locally;- Approve procurement plans for materials and equipment using funds from scientific and technological career budgets of projects authorized for local management according to current regulations;- Audit finalizations of the budget for projects authorized for local management and other expenditure tasks for Program implementation locally;- Establish and organize advisory councils to evaluate the acceptance of centrally managed projects locally and officially accept projects authorized for local management; approve implementation results and handle assets of projects authorized for local management;- Develop support mechanisms and organize the replication of project results under the Program into local production;- Direct the integration of project content under the Program with other local socio-economic development projects and proposals, mobilize all funding sources together with the state budget support to ensure sufficient funding for project implementation;- Report in writing to the Ministry of Science and Technology on annual results, 5-year mid-term summaries, and final summaries of Program implementation locally.

Note: The Department of Science and Technology presides, cooperates with related units to assist provincial and municipal People's Committees under central authority in executing the above tasks.
