Responsibilities of Design Units and Shipowners in the Design of Fishing Vessel Models

To be specific:, organizations and individuals involved in designing steel-hull, wooden-hull, and new material-hull fishing boats with a main engine total capacity of 400 CV or more have the following responsibilities:

Responsibilities of the design unit

- Design the fishing boat model according to conformable;- Submit the fishing boat model design dossier to the Directorate of Fisheries for appraisal;- Prepare a stability notice for the captain after completing the construction of the new fishing boat, with the results of the inclination test.

Responsibilities of the boat owner

- Select a suitable design model for constructing a fishing boat appropriate for the profession and maritime area of operation;- During the new construction process of the fishing boat or immediately when ordering the construction of a new fishing boat, the boat owner has the right to request the fishing boat design unit to adjust the design compared to the standard design, provided that it does not affect the functionality and safety of the boat. The boat owner is responsible for cooperating with the fishing boat design unit to adjust the design.- The adjustment of the fishing boat design model mentioned in Point b, Clause 2, Article 9 must be approved by the Directorate of Fisheries.

Additionally, Circular 25/2014/TT-BNNPTNT also stipulates the responsibilities of the Directorate of Fisheries as follows:

- Organize directives, guide local authorities, publicize and disseminate information to relevant units, organizations, and individuals.- Organize the appraisal of fishing boat design models, submit them to the Ministry of Agriculture and Rural Development for approval, and announce the selected design models.- Monitor, summarize, and periodically (every six months) report to the Minister of Agriculture and Rural Development on the implementation situation of the Circular.
