Requirements for Pipelines on Ships Carrying Hazardous Chemicals

On May 15, 2017, the Ministry of Transport issued Circular 15/2017/TT-BGTVT detailing the requirements for pipelines on ships carrying hazardous chemicals.

Circular 15 stipulates that in addition to the requirements on pipe dimensions, the following requirements must also be met:

- The pipe outside the cargo area must be placed on the open deck towards the interior of the vessel at least 760 mm away. Such a pipe must be clearly identified and fitted with shut-off valves at its connection with the cargo piping system in the cargo area. At this position, it must also have the ability to be isolated using a detachable coupling and blind flanges when not in use;- The shore connection must have shut-off valves and blind flanges;- The pipe must be fully butt-welded and completely X-rayed. Flange connections are only allowed on the pipe within the cargo area and at the shore connection;- Splash shields must be equipped at the joints as well as collection trays of sufficient volume along with means for draining;- The pipe must drain itself towards the cargo area and preferably into a cargo tank. Other devices to drain the pipe can be considered if they offer similar efficacy;- Systems must be arranged to allow the pipe to be cleaned after use and kept airtight when not in use. The vent pipes related to cleaning must be arranged in the cargo area. Appropriate connections into the pipe must have shut-off valves and blind flanges.
