On May 14, 2018, the Ministry of Transport issued Circular 27/2018/TT-BGTVT stipulating specific requirements for the construction and updating of load orders and speed orders.

- Ensure the safety of structures and railway transport traffic safety.- Ensure stable axle load, evenly distributed load, and permissible technical speed for railway structures.- Limit the number of speed change points within a section.- The length of each speed section on the line must be no less than 800 meters, except for fixed slow-running points.- Axle load, evenly distributed load for each type of locomotive, carriage, and train as follows:- For national railways and special-use railways, it must be consistent within a section;- For urban railways shared with national railways, it must be consistent throughout the shared track and route with national railways.
