Article 4 of Decree 92/2020/ND-CP prescribes the principles of renovation, investment in construction, management, and the use of training facilities as follows:

- Each province shall renovate, invest in the construction of 01 training facility.- Utilize existing local facilities that comply with the socio-economic conditions, land use planning, and the requirements of the reserve force training tasks to renovate, invest in the construction of training facilities that meet the training, exercise, inspection, mobilization readiness, and combat readiness conditions for the reserve force to fulfill both immediate and long-term tasks.- Manage and utilize the reserve force training facilities to promote the multifunctionality of structures for local military and defense duties; ensure strict and solid coherence within the provincial defense zone.

Additionally, regulations on the functions and tasks of the training facilities are as follows:

- Train the reserve force in the province.- Conduct training, fostering, and training for the militia and self-defense force; train and exercise the defense zone for the armed forces in the province and provide national defense-security knowledge for subjects organized by the provincial level.- Perform tasks assigned by the Government of Vietnam, Prime Minister of Vietnam, Minister of National Defense, and Chairman of the Provincial People's Committee.
