Circular 12/2018/TT-BGTVT was issued on March 28, 2018. One of the notable contents of this Circular is the regulations on duty for disaster prevention and control in inland waterways. So, what exactly are these regulations?
According to the guidelines in Circular 12/2018/TT-BGTVT, specific regulations on duty shifts for disaster prevention and control are as follows:
- During the rainy season, on days without natural disasters, agencies and units organize duty shifts according to regular working hours;- On days with natural disasters or sudden floods, they must organize 24/7 duty shifts, divided into 2 shifts per day, including weekends and holidays, with the following schedule:
Shift 1: From 7:00 AM to 7:00 PM;
Shift 2: From 7:00 PM to 7:00 AM the next morning.
- In the event of a tropical depression or storm, starting from 24 hours before the forecasted landfall within the affected areas as reported by the Central Hydro-meteorological Forecast Center, units and enterprises must organize duty shifts according to the provisions in point b, Clause 1, Article 15 of Circular 12/2018/TT-BGTVT.
- Leaders of the Vietnam Inland Waterways Administration and some assigned staff responsible for disaster prevention and control;- Leaders of agencies and units specified in Clause 1, Article 5 of Circular 12/2018/TT-BGTVT, enterprises, and staff from relevant functional departments involved in disaster prevention and control.
Duty schedules are assigned by the leaders of the Vietnam Inland Waterways Administration or the head of the agency, unit, or enterprise.
- Monitor weather conditions and disaster situations through directives from the Steering Committee for Disaster Prevention and Search and Rescue at ministries, central authorities, and local authorities, as well as via public media; receive reports from base units and update on rescue situations within the unit's management scope;- Analyze and make decisions to direct bases to implement disaster prevention and rescue measures;- Report and communicate upper-level directives to relevant units and individuals;- Report on disaster developments, provide preliminary damage assessments, and update on rescue efforts within the unit's management scope; propose recommendations to upper-level authorities on handling measures.
The regime for personnel on disaster prevention duty is implemented according to legal regulations.
