The State Capital Investment Corporation (SCIC) is an enterprise to which the State invests charter capital and assigns the management of state capital at enterprises transferred by ministries, ministerial-level agencies, and People's Committees of provinces and centrally run cities.
Decree 148/2017/ND-CP stipulates SCIC's charter capital at VND 50,000 billion (fifty thousand billion VND).
During its operation, SCIC's charter capital can be increased due to:
- Capital provided directly by the State in cash or assets;- Capital received based on the book value from transferred companies;- Self-supplemented capital from the Development Investment Fund;- Non-refundable sponsorship funds;- Other capital sources originating from the State;- Other legal capital sources in accordance with the law.
The Prime Minister of the Government of Vietnam decides on the adjustment of SCIC's charter capital based on the recommendation of the Ministry of Finance, in accordance with the regulations of the law and the Charter issued with Decree 148.
In the case of charter capital adjustment, SCIC must promptly adjust in the balance sheet, announce the charter capital, and carry out the procedures for adjusting the charter capital in the Charter.
