the Government of Vietnam has just issued Decree 152/2017/ND-CP on regulations for standards and norms on the use of office headquarters and operational facilities.
Decree stipulates that specialized use areas are those allocated for the specific operational activities of agencies and organizations, including:
- Areas used for the reception and return of administrative documents, public reception, and management of information technology systems;- Large conference halls (with 100 seats or more);- Areas used for adjudication, interrogation within the premises of judicial bodies; transaction areas of the state banking system, state treasury;- Specialized warehouses such as national reserve warehouses, warehouses for the storage of money, gold, silver, gemstones, precious metals, valuable documents, and other assets that need to be preserved as per the special requirements of the sector;- Other areas serving the specific tasks of the agency or organization (if any).
Ministries and central agencies shall issue standards and norms for the use of specialized areas after obtaining written agreement from the Ministry of Finance (for agencies and organizations under central management);
Provincial People's Committees shall issue standards and norms for the use of specialized areas after obtaining written agreement from the Standing Committee of the People's Council of the same level (for agencies and organizations under local management).
Note: The decision to issue standards and norms for the use of specialized areas must be publicly disclosed on the electronic information portals of the ministries, central agencies, or provincial People’s Committees.
Decree No. 152/2017/ND-CP is effective from January 01, 2018.
