Regulations on requirements for national-level scientific topics and projects in Vietnam (Internet image) 

May 25, 2023, the Minister of Science and Technology of Vietnam promulgated Circular 06/2023/TT-BKHCN stipulating the order and procedures for determining national-level scientific and technological tasks funded with the state budget.

According to Circular 06/2023/TT-BKHCN, regulations on requirements for national-level scientific topics and projects have been established as follows:

1. General requirements for national-level scientific topics and projects in Vietnam

Specifically, in Clause 1, Article 5 of Circular 06/2023/TT-BKHCN, national scientific topics, projects, and schemes must fully satisfy the following general requirements:

- Being urgent and important for socio-economic development, national defense, and security, and playing an important role in enhancing the national scientific and technological potential,

- Scientific issues that need to mobilize the scientific and technological resources (scientific and technological human resources or financial resources) of the country or contribute to solving inter-regional and inter-sectoral tasks;

Science and technology issues to solve urgent national requirements on national defense and security, natural disasters, epidemics, and scientific and technological development

- Not overlaping with national-level science and technology tasks that have been and are being performed.

2. Specific requirements for national-level scientific topics and projects in Vietnam

Specific requirements for national-level scientific topics and projects in Vietnam shall comply with the provisions of Clauses 2, 3, 4, Article 5 of Circular 06/2023/TT-BKHCN, specifically as follows:

2.1. Specific requirements for the topic

- Topics in the field of applied research and technology development include: natural science; science, engineering, and technology; medical science; pharmacy; and agricultural science, must meet one of the following requirements:

+ Expected technology or scientific and technological products: (i) having great potential to create changes in productivity, quality, and efficiency but not yet studied and applied in Vietnam;

Or (ii) completed in the form of samples (materials, equipment, machinery, technological lines: plant varieties: animal breeds); or (ii) possibility to be granted a patent for an invention, utility solution, or a possibility to be granted a plant variety protection patent.

+ Having feasible plans for technological development or scientific and technological products in the trial production stage.

- Topics in the field of social science and humanities research: new; research results ensure the creation of scientific arguments and timely solutions for solving practical problems in the planning and implementation of the Party's guidelines and policies.
Socio-economic development policies, laws of the State,

- Distributing in other fields: Scientific and technological products are guaranteed to be new and advanced compared to results already created in Vietnam or internationally through national and international publications, have important implications for socio-economic development, ensuring national defense, security, and social security.

2.2. Project-specific requirements

- Having technology origin from: Technology transferred under a technology transfer contract; technology or scientific and technological products created from research results of technology development and application research projects that have been evaluated and accepted by the Science and Technology Advisory Council; results of exploitation of inventions and utility solutions;

- Science and technology: technology or products that are stably created on a small-scale production scale and are feasible in application or product development at a mass production scale;

- Capable of mobilizing resources outside the state budget for implementation.

2.3. Specific requirements for scientific projects in Vietnam

Having research results as a basis for building mechanisms, policies, and laws with sufficient scientific and practical arguments to serve the planning and implementation of the Party's guidelines and policies and laws of the State.

Circular 06/2023/TT-BKHCN takes effect from July 9, 2023.
