Effective from February 10, 2019, Circular 47/2018/TT-BLDTBXH issued by the Ministry of Labor, War Invalids and Social Affairs (MOLISA) will stipulate the minimum required knowledge and competencies that learners must achieve upon graduation at the intermediate and college levels in mechanical engineering fields.

In the provisions regarding the minimum knowledge volume and competency requirements that learners must achieve upon graduation from the intermediate and college-level machine tool repair industry, issued together with Circular 47/2018/TT-BLDTBXH, the minimum skills that learners must attain upon graduation from the college-level machine tool repair industry are prescribed as follows:
- Proficiently use 2D and 3D software to draw and read relatively complex detailed drawings and assembly drawings;
- Separate details from an assembly drawing with up to 10 details, accurately identify the technical requirements of the separated details;
- Proficiently use various measuring - inspection tools as well as common tools and equipment of the profession;
- Repair machine details and mechanisms from simple to complex;
- Maintain and inspect joints, mechanisms, machine parts, and complete machine tools according to technical standards;
- Assemble, adjust, and inspect joints, mechanisms, and machine parts after repair to ensure they meet the regulations;
- Detect and rectify errors and incidents that occur during the repair and maintenance process;
- Supervise, inspect, and evaluate the repair, maintenance, and assembly work of machine tools according to the overhaul plan of the production facility;
- Keep a work diary and report on work and progress;
- Effectively repair, assemble, and maintain medium and small machine tools as part of a project group;
- Use basic information technology as regulated; exploit, process, and apply information technology in the professional work of the industry and occupation;
- Use basic foreign languages, achieving level 2/6 in the Vietnamese language proficiency framework; apply foreign languages in the professional work of the industry and occupation.
