Regulations on Meal Allowances for Domestic Sports Competitions and Training in 2020

This is an important regulation mentioned in Circular 174/2019/TT-BQP issued by the Ministry of National Defense, providing guidance on the implementation of centralized meal allowance policies for training, competition for coaches, athletes, and certain financial policies for sports competitions within the Army.

The regime of concentrated training and domestic sports competition allowances for coaches and athletes in the Army is detailed in Article 3 of Circular 174/2019/TT-BQP, specifically:

- Subjects specified in Clauses 1, 2, 3, and 4 of Article 2 of this Circular during concentrated training and sports competitions: Receive meal and supplement allowances as prescribed in the Annex issued together with this Circular;- Coaches and athletes participating in concentrated training and competing in the National Sports Games: Enjoy meal and supplement allowances for concentrated training and competition once a year, not exceeding 120 days;- Coaches and athletes participating in national championships and team representatives from departments and units under the Ministry of Defense competing in championships, sports festivals, and all-army sports games: Enjoy meal and supplement allowances for concentrated training and competition once a year, not exceeding 60 days;- Coaches and athletes competing in national cup tournaments, national youth tournaments, age-group national tournaments; extended Army cup tournaments, and team sports championships with ranking divisions: Enjoy meal and supplement allowances for concentrated training and competition once a year, not exceeding 30 days;- Coaches and athletes assigned by the Chief of the General Staff to compete in tournaments according to the plan of the Ministry of Culture, Sports, and Tourism: Enjoy meal and supplement allowances for the actual competition days or according to the tournament regulations; not eligible for meal and supplement allowances for concentrated training;- Coaches and athletes competing in multiple-round tournaments, implemented as follows: Interval between two rounds of 10 days or less: Enjoy meal and supplement allowances for competition; from 11 days or more, enjoy meal and supplement allowances for concentrated training but not exceeding 60 days for national championships and 30 days for other tournaments;- High-achieving sports coaches and athletes in groups likely to win medals, decided by the Minister of Defense to concentrate on training to compete in ASEAN Army sports games, foreign Army sports games, and the International Military Sports Council (CISM) games: Enjoy level 4 concentrated training meal allowances as prescribed in the Annex issued together with this Circular, not exceeding 120 days;- High-achieving sports coaches and athletes, decided by the Chief of the General Staff to concentrate on training to compete in international tournaments authorized by the General Department of Physical Training and Sports: Enjoy level 4 concentrated training meal allowances as prescribed in the Annex issued together with this Circular, not exceeding 30 days;- Members of the Steering Committee, Organizing Committee, specialized subcommittees, referees, supervisors, and secretaries during their duties at competitions organized by the Ministry of Defense (including up to 02 days before the competition for preparation work, referee training, and 01 day after the competition ends): Enjoy level 5 competition meal allowances as prescribed in the Annex issued together with this Circular;- Members of the Steering Committee, Organizing Committee, specialized subcommittees, referees, supervisors, secretaries, and coaches and athletes participating in contests and sports festivals organized by departments and units under the Ministry of Defense (maximum once a year), during concentrated training and competition: Enjoy level 6 meal allowances as prescribed in the Annex issued together with this Circular, not exceeding 15 days.
