Regulations on Equipment used for technical inspection of occupational safety under the Ministry of Industry and Trade in Vietnam (latest)
Regarding this issue, LawNet would like to answer as follows:
On October 31, 2023, the Minister of Industry and Trade issued Circular 18/2023/TT-BCT amending, supplementing and abolishing a number of articles of Circulars regulating technical inspection of labor safety under the management authority of the Ministry of Industry and Trade.
Specifically, Article 4 of Circular 09/2017/TT-BCT, amended in Circular 37/2018/TT-BCT, Circular 12/2020/TT-BCT and Circular 18/2023/TT-BCT regulates equipment used for inspection of labor safety under the Ministry of Industry and Trade are as follows:
- Equipment used for inspection shall have technical parameters suitable for inspected objects and shall be inspected, calibrated and tested according to regulations of law.
- Specific compulsory requirements for inspecting activities towards each group of inspected objects:
* Group A, group B and group C
+ Hydraulic test pump;
+ Types of manometers;
+ Metal thickness gauges;
+ Weld quality testing equipment;
+ Metal defect testing equipment by magnets and penetrant electric currents;
+ Equipment for testing of defects by endoscopy;
+ Instruments and means of testing geometrical dimensions;
+ Tools for checking surface defect size of metal;
+ Safety valve inspection equipment;
+ Temperature measurement devices.
* Group D
+ LPG recovery equipment remaining in bottles;
+ Metal thickness gauges;
+ Tools for checking surface defect size of metal;
+ Bottle valve fittings;
+ Durable test equipment;
+ Bottle drying equipment;
+ Devices checking inside bottles;
+ Surface cleaning equipment;
+ Bottle valve inspection equipment;
+ Volume scales;
+ Numbering equipment and verification mark equipment;
+ Vacuum equipment;
+ Volume expansion testers.
* Group E
- System for generating pressure to test valves, hydraulic props and pressure pipes;
- Equipment for maintaining pressure to test hydraulic props;
- Test apparatus for hydraulic support beams, hydraulic roof trusses or hydraulic support frames;
- Weld testing equipment by ultrasound method;
- Different types of manometers;
Inspection organizations that only inspect hydraulic props are not required to have test apparatus for testing hydraulic support beams, hydraulic roof trusses or hydraulic support frames.
* Group G
+ Dynamometers;
+ Geometrical measuring equipment;
+ Speed measuring equipment;
+ Track gauges;
+ Geodetic measuring devices;
+ Steel cable defect inspection devices;
+ Equipment to check eccentricity and radial deflection of spindle joints;
+ Hauling equipment for steel cable inspection by destruction method;
+ Weld quality testing equipment;
+ Metal defect testing equipment by magnets;
+ Timing devices for braking;
+ Resistances and electrical resistors;
+ Voltmeters, ammeters.
+ Types of manometers.
* Group H
+ Water pressure testing equipment;
+ Impact testing equipment;
+ Test equipment for pulling electrical cables in the cable connection funnels;
+ Pile torque testing equipment, cable tie bolts;
+ Insulation resistance measurement equipment;
+ Universal electricity meters;
+ Geometric measuring equipment;
+ Oscilloscope.
* Group I
+ Insulation resistance measurement equipment;
+ Universal electricity meters;
+ Oscilloscope;
+ Stopwatch.
