The Minister of Education and Training has just issued Circular 25/2019/TT-BGDDT amending and supplementing several articles of Circular 40/2013/TT-BGDDT dated December 18, 2013, of the Minister of Education and Training regarding the reception of citizens, resolution of complaints, and resolution of denunciations by the Ministry of Education and Training.
Clause 5 of Article 1 of Circular 25/2019/TT-BGDDT amends the regulations on citizen reception by the leadership of the Ministry of Education and Training at Article 5 of Circular 40/2013/TT-BGDDT, specifically: citizen reception is conducted as follows:

- The Ministry’s Inspectorate is the focal point assisting the leadership in citizen reception;
- The Minister and Vice Ministers conduct periodic citizen reception sessions monthly as assigned by the Minister and conduct extraordinary citizen reception sessions as per regulations;
- In cases where citizens come to the Ministry’s Citizen Reception Office to meet the leadership according to the monthly periodic reception schedule, the on-duty reception official will inform the Chief Office or Secretary of the leadership to report for the leadership to conduct the reception;
- In cases where citizens have a request form for extraordinary reception by the leadership, the on-duty reception official will report to the Chief Inspector to advise the leadership to conduct citizen reception;
- When the leadership conducts citizen reception, the Chief Inspector, heads of units responsible for fields related to complaints, denunciations, reflections, and recommendations should attend when requested. The unit assigned to preside over the citizen reception content alongside the leadership is responsible for issuing a notification on the result of the leadership’s citizen reception and reporting to the Minister.
The Ministry's Office is responsible for arranging the Citizen Reception Office and ensuring the necessary conditions for citizens to present their complaints, denunciations, recommendations, and reflections; cooperate with the Ministry’s Inspectorate to guide citizens in lodging complaints, denunciations, recommendations, and reflections in accordance with the law; cooperate with local police authorities to handle violators of citizen reception regulations and those causing public disorder at the reception office.
Notably, this Circular specifies the citizen reception location of the Ministry of Education and Training at the Ministry’s headquarters (35 Dai Co Viet Street, Hai Ba Trung District, Hanoi); the information reception unit of the Ministry of Education and Training in Ho Chi Minh City (3 Cong truong Quoc te, District 3, Ho Chi Minh City).
