Regulation on Statistical Reporting on Security Work in the Health Sector from May 15, 2015

On March 31, 2015, the Ministry of Health issued Circular 06/2015/BYT regulating the protection of state secrets in the Health sector.

Circular 06/2015/BYT stipulates that the Ministry of Health and units within the Health sector must implement statistical reporting policies regarding confidentiality work as follows:

- Ad hoc reports: The head of the agency or unit must promptly report to the Ministry of Health about any unexpected incidents that occur. The report must clearly state the reasons, causes, measures taken to handle the incident, results, and suggestions;

- Annual periodic work reports: These are comprehensive reports on the annual confidentiality protection work of the agency or unit; the report must be concise, accurate, and fully reflect the situation of confidentiality protection work over the year;

- Reports from subordinate units under the Ministry of Health submitted to the Ministry of Health (Ministry Office) for compilation and reporting to the Government's Office, the Ministry of Public Security according to legal regulations.

Moreover, this Circular stipulates that the Ministry Office, the Personnel Organization Department of the Department of Health, and the units under the Ministry are responsible for filing records of documents categorized as "top secret," "confidential," and "secret" to the archive department according to legal regulations. Confidential documents must only be disseminated within the scope of those responsible. Absolutely not to be disclosed to unauthorized persons without the permission of the unit head.

The exchange of confidential documents or the provision of confidential data or information through the media must be approved and borne by the Minister of Health or the head of that unit. Confidential documents are not to be taken out of the storage area; in special cases, if approved by authorized personnel, they may be borrowed with responsibility for preservation and must be signed in the classified document exploitation log.

For cases where officers must bring confidential documents on domestic or overseas business trips, meetings, or to private residences, approval from the head of the agency or unit is required. They must ensure absolute safety during transit and at the place of stay; they must ensure safe storage of the documents, preventing damage or loss. After completing the task, they must hand over the confidential documents to the management department.
