This is an important content stipulated in Circular 19/2013/TT-BTNMT regulating the monitoring techniques of groundwater resources, issued by the Minister of Natural Resources and Environment on July 18, 2013.
Periodic reporting and disclosure of monitoring results (Illustrative image)
According to Article 12 of Circular 19/2013/TT-BTNMT, the reporting and disclosure of monitoring results are regulated as follows:
+ On reporting monitoring results.
For monitoring area management units:
- Develop a periodic monitoring plan for the area once per year. The monitoring plan for the area is sent to the monitoring network technical management unit before December 15 of the previous year;
- Verify data, adjust and update the database, monitoring data sent to the monitoring network technical management unit monthly, data from the previous month is sent before the 22nd of the following month;
- Report on the operation of the monitoring network. The area report is sent to the monitoring network technical management unit before December 15 of the year.
For the technical management unit of the monitoring network:
- Summarize the national monitoring plan once per year, submitting by the end of January;
- Review and assess the quality of monitoring documents from the regions, compile national monitoring data;
- Compile notifications, alerts, forecasts of groundwater resources, send to related water resource management agencies, monitoring area management units; publish on the electronic site, periodically every 3 months. Notification time is 45 days after receiving data and notification from monitoring area management units;
- Compile the groundwater resources yearbook and send it to related water resource management agencies once per year; the sending time is August annually;
- Summarize the report on the operation of the monitoring network and assess changes in water quantity and quality.
+ On disclosing monitoring results.
Groundwater resource monitoring documents must be evaluated by competent authorities before being disclosed for use.
