Recently, the Minister of Natural Resources and Environment issued Circular 19/2013/TT-BTNMT prescribing the techniques for monitoring groundwater resources.

At Article 9 of Circular 19/2013/TT-BTNMT, regulations on groundwater resource monitoring policies implemented seasonally are provided as follows:

The dry season calculation period is regulated as follows:

- Northwest, Northeast, Northern Delta, North Central regions (two provinces: Thanh Hoa, Nghe An), Central Highlands, and Southern regions: From November of the previous year to the end of April of the following year;

- North Central region (from Ha Tinh to Thua Thien Hue) and South Central region: From January to the end of August.

The rainy season calculation period is regulated as follows:

- Northwest, Northeast, Northern Delta, North Central regions (two provinces: Thanh Hoa, Nghe An), Central Highlands, and Southern regions: From May to the end of October;

- North Central region (from Ha Tinh to Thua Thien Hue) and South Central region: From September to the end of December.

It also regulates groundwater resource monitoring policies as follows:

+ Water level and flow rate monitoring using manual measurement devices.

Non-tidal influenced monitoring works:

- Dry season: Measure 5 times a month on the 6th, 12th, 18th, 24th, and 30th. For February, measure on March 1st instead of the 30th;

- Rainy season: Measure 10 times a month on the 3rd, 6th, 9th, 12th, 15th, 18th, 21st, 24th, 27th, and 30th. For projects studying the hydraulic relationship between groundwater and surface water, measure once a day when there is a level 2 alert or higher.

Tidal influenced groundwater monitoring works: Measure 12 times a day at the following hours: 1, 3, 5, 7, 9, 11, 13, 15, 17, 19, 21, and 23.

Equilibrium station works:

- Meteorological and soil temperature factors monitoring: Measure 3 times a day at 7 AM, 1 PM, and 7 PM;

- Actual infiltration and evaporation monitoring at lysimeter pits: Measure once a day;

- Water level monitoring at monitoring works: Measure once a day.

+ Water level and temperature monitoring using automatic recording devices.

Data recording policy establishment:

- Tidal and water extraction influenced monitoring works: Record every hour;

- Non-tidal influenced monitoring works: Record every 2 hours.

Data retrieval and transmission policy:

- Data retrieval: Twice a month at the beginning and the middle of the month;

- Data transmission: Once a day at 2 PM.

Checking automatic recording devices: Twice a month, interspersed with data retrieval times.

+ Groundwater temperature monitoring.

- For manual monitoring works in non-tidal influenced areas: Measure groundwater temperature immediately after measuring the water level;

- For manual monitoring works in tidal influenced areas: Measure temperature once a day at 1 PM;

- For projects with mechanical automatic recording devices: Measure temperature 5 times a month during tape replacement and device inspection and maintenance.

+ Groundwater quality monitoring.

Laboratory or on-site analysis: At least twice a year;

Automatic recording monitoring regime:

- Establish data recording policy: Twice a month;

- Data retrieval: Once a month;

- Monitoring checks: Twice a year, unless there are unexpected circumstances.
