Proposal for approval of first aid training program in Vietnam

Recently, the Ministry of Health has issued Circular 17/2014/TT-BYT stipulating the issuance of operating licenses for Red Cross first aid stations and points, and the training for Red Cross first aid in Vietnam.

The procedure for requesting approval of the first aid training program in Vietnam is as follows:

  1. Dossier for requesting approval of the first aid training program:

- Official Dispatch requesting approval of the training program;- Training program;

- Related documents and materials (if any).

  1. Approval process of the first aid training program:

- The Central Committee of the Vietnam Red Cross Society sends 01 set of the dossier requesting approval of the first aid training program to the Department of Science, Technology, and Training - Ministry of Health of Vietnam for appraisal;

- Within 20 working days from the date of receiving a complete and valid dossier, the Department of Science, Technology, and Training - Ministry of Health must organize the appraisal of the dossier and report to the Minister of Health oof Vietnam. In case the dossier is not valid, the Department of Science, Technology, and Training will guide the Central Committee of the Vietnam Red Cross Society to complete the dossier;

- Within 10 working days from the date of the appraisal report, the Minister of Health will issue a decision to approve the training program. In case the conditions for approval are not met, a written response specifying the reasons must be provided;

- When there are changes to the first aid training program to suit the practical conditions, the Central Committee of the Vietnam Red Cross Society is responsible for sending the revised dossier to the Department of Science, Technology, and Training - Ministry of Health of Vietnam for appraisal and submission to the Minister of Health for approval of the modifications.

More details can be found in Circular 17/2014/TT-BYT, which comes into effect in Vietnam from August 1, 2014.
