Project Development to Support Production and Diversify Livelihoods

Circular 18/2017/TT-BNNPTNT was promulgated by the Ministry of Agriculture and Rural Development on October 9, 2017, aiming to specifically regulate the construction of projects supporting production development and livelihood diversification.

Circular 18 stipulates that inter-commune scale projects (implemented in poor districts) are to be managed by the district-level People's Committee as the investor, while commune-scale, hamlet, and village projects are managed by the commune-level People's Committee as the investor; the maximum implementation time for each project is 3 years.

Project development is undertaken as follows:

For projects at the commune, hamlet, and village scale, the commune-level People's Committee presides over the project development through the following 4 steps:

Step 1: Propaganda and dissemination of the production support and livelihood diversification project to be implemented in the area

- Implementing subjects: Representatives of the commune-level People's Committee; Heads of hamlets and villages.- Policy support beneficiaries: Poor households, near-poor households, newly escaped poor households, enterprises, cooperatives, and other relevant subjects.- Method of implementation: Written notification to policy beneficiaries or through public media channels.

Step 2: Organize a meeting to gather opinions on the project content and make a list of project participants

- Meeting chairpersons: Representatives of the commune-level People's Committee; Heads of hamlets and villages.- Participants: Poor households, near-poor households, newly escaped poor households, enterprises, cooperatives, and other relevant subjects.- Method of implementation: Organize hamlet, village meetings (with at least 2/3 of poor households, near-poor households, newly escaped poor households attending) to discuss and select project content, list of project participants (households participating in the project must register to escape poverty, near-poverty with commitments to comply with project regulations, contributing funds to implement the project as regulated; enterprises, cooperatives commit to production linkage, product consumption if any).- Record minutes of hamlet, village meetings.

Step 3: Develop the production support and livelihood diversification project

- Implementing subjects: Officials assigned by the commune-level People's Committee.- Method of implementation: Consolidate the minutes of hamlet, village meetings to develop the project.

Step 4: Approve the project

- The commune-level People's Committee submits the project to the district-level People's Committee for approval. Submission documents include: Project approval proposal; Production support and livelihood diversification project; Minutes of hamlet, village meetings, and consolidated list of project participants.- The district-level People's Committee approves the project as per regulations within a maximum of 10 (ten) working days from the date of receiving the commune-level People's Committee's documents.

Additionally, Circular 18 stipulates that for inter-commune scale projects, the district-level People's Committee assigns functional departments (hereinafter referred to as the project implementing agency) to preside over the project development and implementation as follows:

- The project implementing agency notifies and agrees with the commune-level People's Committees on the content of the production support and livelihood diversification project to be implemented in the commune area;- The commune-level People's Committee organizes the development of project content in the commune area as regulated (attached with minutes of hamlet, village meetings and list of project participants) and sends it to the project implementing agency to consolidate into a unified project;- The project implementing agency consolidates the content and list of project participants from the communes; develops the production support and livelihood diversification project as regulated for submission to the district-level People's Committee for approval;- Approval of the project as per regulations
