Regarding this issue, LawNet responded as follows:

1. What is an eID account?

According to Clause 6, Article 3 of Decree 59/2022/ND-CP, eID account refers to a collection of username, password or other authentication methods and is created by the electronic identification and authentication regulator.

2. Procedures for registration of level 1 eID accounts in Vietnam

Procedures for registering a level 1 electronic identity account are specified in Decision 9039/QD-BCA-C06 as follows:

- Step 1: Vietnamese citizens, foreigners shall use mobile devices download and install VNeID application.

- Step 2: Vietnamese citizens, foreigners shall provide information according to instructions on VNeID application.

For Vietnamese citizens: enter information about personal identification number and phone number or email address; provide information according to instructions on VNeID application.

For foreigners: enter information about passport number or international travel document and email address or phone number (if any); provide information according to instructions on VNeID application.

- Step 3: Vietnamese citizens, foreigners shall  take a portrait photos using mobile device.

- Step 4: Vietnamese citizens and foreigners shall then send a request for an eID account to the identification and electronic authentication management agency via VNeID application.

- Step 5: The electronic identity management agency shall notify the result of account registration via VNeID application or SMS or email address.

3. How to register for a level 1 eID account in Vietnam

- Individuals register for a level 1 electronic identity account online through the VNeID application.

- Time to receive documents: Perform 24h / day, all days of the week.

- Processing time: No more than 01 working day.

4. What information is included in an eID?

4.1. Vietnamese citizen’s eID

Vietnamese citizen’s eID contains the followings:

- Personal information:

+ Personal identity number;

+ First, middle and last name;

+ Date (day, month, year) of birth;

+ Gender.

- Biometric data:

+ Personal portrait;

+ Fingerprint.

4.2. Foreigner’s eID

Foreigner’s eID contains the followings:

- Personal information:

+ ID number;

+ Last, middle and first name;

+ Date (day, month, year) of birth;

+ Gender;

+ Nationality;

+ Number, sign, date (day, month, year), type of paper and place of issue of passport or other international travel document.

- Biometric data:

+ Personal portrait;

+ Fingerprint.

5. Cases of locking eID accounts in Vietnam

5.1. Locking Vietnamese citizen's eID accounts

- The electronic identification and authentication system automatically remembers and locks an eID account if:

+ The eid holder makes the request for locking his/her account;

+ The eid holder is in breach of terms of use of the vneid app;

+ The eid holder's ID card is revoked;

+ The eid holder dies.

- If a procedure-conducting agency, competent regulatory authority or service user requests an eID account to be locked, the account locking request must be sent to the Police to seek their approval for such request.

5.2. Locking foreigner's eID accounts

- The electronic identification and authentication system automatically remembers and locks an eID account if

The eid holder makes the request for locking his/her account;

The eid holder is in breach of terms of use of the vneid app;

The eid holder's passport or international travel document is revoked;

The eid holder’s residence permit expires;

- If a procedure-conducting agency, competent regulatory authority or service user requests an eID account to be locked, the account locking request must be sent to the Police to seek their approval for such request.
