Procedures for issuance of the Certificate of eligibility for casino business in Vietnam

According to Article 26 of the Decree No. 03/2017/NĐ-CP of Vietnam’s Government, the enterprise shall submit 01 application for the Certificate of eligibility for casino business to the Ministry of Finance. Within 15 days from the day on which the application is received, the Ministry of Finance shall notify the enterprise of the adequacy and validity of the application and request the supplementation (if necessary) and 06 copies of the application for inspection. Within 60 working days from the day on which the satisfactory application is received, the Ministry of Finance shall consider issuing the Certificate of eligibility for casino business. If the application is rejected, the Ministry of Finance shall send the enterprise a written notification containing the explanation.

Thus, procedures for inspection of the application are carried out as follows:

- Within 15 days from the day on which the satisfactory application is received, the Ministry of Finance shall request in writing the opinions of relevant authorities, including the Ministry of Planning and Investment, the Ministry of Public Security, the Ministry of Culture, Sports and Tourism, the State bank of Vietnam and People's Committees of the province where the enterprise’s casino is intended to be opened.

- Within 15 days from the day on which the request for opinions is received, the receiving authority shall send writings containing opinions to the Ministry of Finance and take responsibility for its opinions.

- After receiving the opinions from the relevant Ministries, the Ministry of Finance shall collect opinions and consider whether or not to issue the Certificate of eligibility for casino business.
