Procedures for issuance of certificates of registration of publication releasing operation in Vietnam (Internet image)

The Ministry of Information and Communications of Vietnam issued Decision 2511/QD-BTTTT on December 31, 2022 on administrative procedures to be amended and supplemented in the field of Publishing, printing, and Distribution under the management functions of the Ministry of Information and Communications

The procedure for granting a certificate of registration of publication releasing operation is as follows:

1. What is a publication?

Publication is a work and documents on politics, economics, culture, society, education and training, science, technology, literature, art which are published through publisher or agency, organization is issued publishing license in different languages, images, sounds, and are expressed in the following forms:

- Printed books

- Braille books;

- Paintings, photographs, maps, posters, flyers and leaflets

- Types of calendar;

- Audio and video recording with the content for substitution of book or illustration for books

2. Procedures for issuance of certificates of registration of publication releasing operation in Vietnam

2.1. Conditions for issuance of a certificate of registration of publication releasing operation in Vietnam

Conditions for publishing publication operation for publishing establishments being enterprises or public non-business units:

- The head of the issuing establishment must permanently reside in Vietnam; have a diploma or certificate of training in knowledge and skills on publication distribution, granted by a training institution specialized in publishing publications;

- Having one of the types of business registration certificates, business registration certificates, or decisions to establish a public non-business unit as prescribed by law;

- Having a place of publishing business.

2.2. Application for issuance of a certificate of registration of publication releasing operation in Vietnam

- An application for registration of publication distribution activities;

- A copy (presented together with the original for comparison) or a certified true copy of the office ownership papers or the contract to lease or borrow the head office for use as a business location;

- A copy (presented together with the original for comparison) or a certified true copy of the document proving that the head of the issuing establishment is permitted to permanently reside in Vietnam, issued by a competent Vietnamese authority;

- Copies (presented together with the original for comparison) or a certified true copy of a diploma or certificate of knowledge and professional training on the publication of publications by the head of the publishing establishment, granted by the training and retraining institution specialized in publishing publications.

2.3. Order of issuance of certificates of registration of publication releasing operation in Vietnam

Step 1: Before operating for 15 days, a publication-issuing establishment, which is an enterprise or public non-business unit (issuing establishment) with its head office and branches in the same province or centrally run city, must register publication distribution activities with the Department.

*Submission method:

- Submit directly at the Department;

- Submit via the postal system;

- Submit via the internet (issuing establishment must have a digital certificate issued by a digital signature certification service provider and follow the instructions on the Department's website on online public service provision) ).

Step 2: Within 07 working days from the day on which the complete application is received, the Department must certify in writing the registration of publication distribution activities; in case the registration is not confirmed, a written reply clearly stating the reason must be sent.
