Procedures for granting a certificate of accreditation and quality assurance in vocational education by the Ministry of Labor, War Invalids and Social Affairs of Vietnam (Internet image)

The Ministry of Labor, War Invalids and Social Affairs of Vietnam issued Decision 219/QD-LDTBXH dated March 3, 2023 on the announcement of revised and supplemented administrative procedures in the field of vocational education within the scope of state management functions of the Ministry of Labor, War Invalids, and Social Affairs.

1. Conditions for granting a certificate of accreditation and quality assurance in vocational education in Vietnam

To be granted a certificate of eligibility for accreditation and quality assurance in vocational education , the subjects must meet the following conditions:

- Conditions for granting the Certificate of eligibility for accreditation and quality assurance in vocational education to domestic organizations that are non-business units or enterprises

+ Being established and operating in accordance with the law of Vietnam.

+ Having a stable head office for at least 2 years; have sufficient equipment to serve the accreditation of vocational education.

+ Persons directly in charge of accreditation and quality assurance in vocational education meet the requirements as prescribed.

+ Having at least 10 inspectors working full-time under a labor contract or a contract to work for at least 12 months or more for an inspection organization.

+ Having an accrediting organization's website, which contains contents and a database for accreditation and quality assurance in vocational education.

- Conditions for granting the Certificate of eligibility for accreditation and quality assurance in vocational education to foreign organizations

+ Meeting the prescribed conditions as for domestic organizations.

+ Having worked in the field of education, vocational education, education quality accreditation, accreditation and quality assurance in vocational education for at least 5 consecutive years up to the time of application for the Certificate of eligibility for inspection activities.

- Conditions for the person directly in charge of the accreditation and quality assurance in vocational education of the accrediting organization

+ Being the head or deputy head of an accrediting organization that is a non-business unit; the general director or deputy general director; or the director or deputy director of an accrediting organization that is an enterprise.

+ Having a valid vocational education quality accreditor card.

2. Application for request of a certificate of accreditation and quality assurance in vocational education in Vietnam

Components of an application for request of a certificate of accreditation and quality assurance in vocational education in Vietnamn include:

(1) For domestic organizations

- An application form for the Certificate of eligibility for accreditation and quality assurance (Form No. 01 specified in Appendix I to Decree 4/2023/ND-CP);

Application form for the Certificate of eligibility for accreditation and quality assurance

- A copy of the establishment decision, for non-business units;

- Documents on the person directly in charge of accreditation and quality assurance in vocational education of the accrediting organization: decision on appointment of the person directly in charge of accreditation and quality assurance in vocational education ;

- Documents about the accreditors of the accrediting organization: Copies of labor contracts or working contracts signed between the accrediting organization and the inspector;

- A copy of the certificate of land ownership or house ownership, if it is the house of a non-business unit under the establishment decision or owned by the person registering the business; or a copy of the house or land lease contract in case the inspection organization rents its head office;

- A list of equipment serving accreditation and quality assurance in vocational education ;

- The website address of the inspection organization's website.

(2) For foreign organizations

Components of the application include the same documents as for domestic organizations, plus the following:

- A copy of the Investment Registration Certificate;

- Documents proving that they have been active in the fields of education, vocational education, education quality accreditation, and accreditation and quality assurance in vocational education for at least 5 consecutive years up to the time of application for the Certificate of eligibility for accreditation and quality assurance, including:

+ Summarizing the process of formation and development in the field of education, vocational education, and quality accreditation of accrediting organizations; which clearly states the results achieved and the links of the relevant websites.

+ A license to operate in the field of education, vocational education, or quality accreditation in vocational education granted or recognized by the host country or a lawful international association.

Foreign papers and documents must be consularly legalized at Vietnam's Ministry of Foreign Affairs, diplomatic missions, consular offices, or an agency authorized to perform the consular function of Vietnam abroad, except for cases exempted from consular legalization in accordance with the law on consular legalization.

3. Order of issuance of Certificates of accreditation and quality assurance in vocational education in Vietnam

The issuance of a certificate of accreditation and quality assurance in vocational education by the Ministry of Labor, War Invalids and Social Affairs is done through the following two steps:

- Step 1: The organization wishing to issue a Certificate of eligibility for accrediting activities shall submit 01 set of dossiers as prescribed to the General Department of Vocational Education.

- Step 2: Within 30 working days from the date of receipt of complete and valid dossiers, based on regulations, the General Department of Vocational Education shall appraise and submit it to the Director General of the General Department of Vocational Education for granting a Certificate of eligibility for accrediting activities.

In case the dossier is invalid, within 05 working days from the date of receiving the dossier, the General Department of Vocational Education and Training shall send a written reply to the organization that wishes to issue a Certificate of eligibility for accrediting activities, clearly stating the reason.

Submission method: Submit the application in person or through the postal service, or submit it online at the National Public Service Portal or the Public Service Portal of the Ministry of Labor, War Invalids, and Social Affairs.

Decision 219/QD-LDTBXH takes effect from the date of signing.
