Recently, the Ministry of Natural Resources and Environment issued Circular 11/2007/TT- BTNMT guiding the grant of operation permits for special-use hydro-meteorological works in Vietnam.

Procedures for extending the content of operation permits for special-use hydrometeorological works in Vietnam (Internet image) 

Specifically, Circular 11/2007/TT-BTNMT regulates the procedures for extending and modifying the content of operation permits for special-use hydrometeorological works in Vietnam as follows:

A dossier of application for extension or modification of a permit comprises:

- An application for extension or modification of the permit, made according to Form No. 4 attached to this Circular;

- A report on the special-use hydro-meteorological works operation since it was licensed;

- The operation permit for the special-use hydro-meteorological work.

The dossier submission, order of receiving, appraising, submitting for approval and deciding to extend or modify a permit shall be carried out as the case of applying for a permit prescribed.

Note: The time limit for appraising and submitting for approval, a dossier of application for permit extension or modification is ten (10) working days from the date of receiving a valid dossier.

In addition, this Circular also regulates the order and procedures for re-issuing licenses for licenses that are lost or torn or damaged and cannot be used, specifically:

- The organization or individual undersigning the dossier of application for permit re-grant (made according to Form No. 5 attached to this Circular, not printed herein) shall submit the dossier and the torn or ruined permit to the permit application dossier handling agency;

- Within five (5) working days from the date of receiving an application for permit re-grant, the dossier receiving agency shall check and make a report and submit it to the competent agency for consideration to re-grant the permit. In case of refusal, the dossier receiving agency shall issue a written notice stating the reason to the organization or individual;

- When finding the lost permit, the organization or individual shall return it to the permit application dossier handling agency.

More details can be found in Circular 11/2007/TT-BTNMT which comes into force from January 19, 2008.
