According to Article 15 of Circular 07/2016/TT-BKHCN stipulating the steps for the direct assignment of projects under the support application and transfer of scientific and technological advancements program to promote socio-economic development in rural, mountainous, and ethnic minority areas from 2016 – 2025 as follows:

1. Based on the Decision approving the direct assignment orders, the project leading organization shall collaborate with the technology application support organization to complete the dossier and submit it to the Ministry of Science and Technology.

2. Upon receiving the project registration dossier, within 10 working days, the fund management unit shall collaborate with relevant units to open, inspect, and confirm the validity of the dossier. The results of the dossier opening shall be documented following Form B2.1-BBMHS in Appendix II issued with this Circular.

3. The task management unit shall collaborate with relevant units to propose to the Minister of Science and Technology to establish the Science and Technology Council to directly assign the leading organization, the technology application support organization (hereinafter referred to as the Direct Assignment Council) for projects managed by the Central Government and the Budget Appraisal Team for projects (including projects authorized for local management). Detailed dossier evaluation for locally managed projects is implemented by the province/city.

4. Based on the conclusions of the Direct Assignment Council and the results of the Appraisal Team's work, within 30 days, the Minister of Science and Technology shall issue a Decision approving the project funds managed by the Central Government and the Decision approving the central budget support for projects authorized for local management.

5. Based on the funding approval decision and the minutes of the Direct Assignment Council, the head of the task management unit, under the authorization of the Minister of Science and Technology, shall sign the project proposal approval managed by the Central Government; the Director of the Department of Science and Technology shall sign the project proposal approval for projects authorized for local management.
