Procedure for Issuance of New Long-term Aviation Security Control Cards

The requesting agency shall submit 01 set of documents directly or via postal service or by other appropriate means to the card-issuing agency. The dossier includes:

- Request document;- Certified copy or submission of a copy and presentation of the original for comparison proving legal status, functions, and duties of the enterprise, except in the case of enterprises providing aviation or non-aviation services at airports;- Summary list;- Declaration form for the issuance of a long-term use airport security control card with a color photo attached;- 01 color photo.

Accordingly, the card-issuing agency shall appraise, issue, or not issue the card as follows:

- Within 07 working days from the date of receiving the complete dossier, if the subjects and conditions for issuance are compliant with regulations, the card-issuing agency will issue the card;- Within 03 working days from the date of receiving the complete dossier, if the subjects and conditions for issuance are not compliant with regulations, the card-issuing agency shall issue a written notification to the requesting agency regarding the non-issuance and state the reasons clearly;- Within 03 working days from the date of receiving the dossier, if the dossier is incomplete or contains content that needs clarification, the card-issuing agency will issue an official dispatch requesting additional information, documents, or a direct meeting for clarification.
