This is a noteworthy regulation mentioned in Decree 137/2015/ND-CP detailing certain provisions and measures for implementing the Law on Citizen Identification.

To be specific, organizations and individuals specified in Clause 1 and Clause 3, Article 8 of Decree 137/2015/ND-CP who wish to exploit information in the national database on population must submit a written request to the agency managing the national database on population as stipulated in Article 9 of this Decree.
Subsequently, within 5 working days from the date of receipt of the written request, the agency managing the national database on population has the authority to decide on permitting the exploitation of information in the national database on population.
Decree 137 stipulates that if citizens wish to exploit their own information in the national database on population when carrying out administrative procedures, they must present their Identity Card or Citizen Identification Card. The agency handling administrative procedures shall immediately provide information to the citizen when resolving administrative procedures. In the case where a citizen requests information about themselves in writing sent to the agency managing the national database on population or through telecommunication services, upon receipt of the citizen's request, the agency managing the national database on population is responsible for providing information to the citizen.
In the case where the agency managing the national database on population refuses to provide information about the citizen to organizations or individuals, within 5 working days from the date of receipt of the written request, they must respond to the organization or individual and clearly state the reason.
