At the end of 2018, Circular 23/2018/TT-BTTTT was signed and promulgated by the Ministry of Information and Communications, providing guidelines for the implementation of the Information Technology Target Program for the period of 2016-2020. This is the first Circular detailing this matter.

- Investment in equipment and software to protect network infrastructure, data centers, and online public service portals.- Investment in equipment and software for intrusion detection and prevention.- Investment in equipment and software to detect and support handling of malicious software, APT (Advanced Persistent Threat) spyware at the network level.- Investment in equipment and software to detect and support handling of malicious software, APT spyware at the endpoint level.- Investment in equipment and software to support monitoring and analyzing recorded information security events on the system.
