Principles of Providing Information and Reporting on the Implementation of Bidding Activities

On December 05, 2017, the Ministry of Planning and Investment issued Circular 06/2017/TT-BKHDT to specifically stipulate the principles for providing information and reporting the implementation status of bidding activities.

Circular 06 stipulates that when providing information and reporting on the implementation status of bidding activities, the following principles must be ensured:

- Honest, objective, accurate, complete, promptly, and on time.- Open and transparent.- The provided information must be systematic, linked, and in chronological order as stipulated by the law on bidding.- No overlap or duplication in the scope of reporting between Ministries, ministerial-level agencies, Government of Vietnam-affiliated agencies, other Central agencies, and provincial-level People's Committees.- For annual periodic reports on the status of bidding activities, Ministries, ministerial-level agencies, Government of Vietnam-affiliated agencies, other Central agencies, and provincial-level People's Committees are responsible for the accuracy and consistency of the report contents and data within their managed regions, sectors, and fields.- In cases where the information technology infrastructure does not meet the reporting requirements on the National Bidding Network System (hereinafter referred to as the Network System) or due to confidentiality requirements as stipulated by law on confidentiality, the responsible agencies and units must send the report in writing.
