Principles of Emulation in the Vietnam People's Army

Circular 151 stipulates the principles of emulation implemented in accordance with Clause 1, Article 6 of the Law on Emulation and Commendation and the following regulations:

- Groups and individuals participating in the emulation movement must register for emulation;- The evaluation and awarding of emulation titles must be based on the achievements of the group or individual in the emulation movement. Emulation titles will not be awarded to groups or individuals who do not register for emulation;- Cases of short-term study and training under one year, achieving results from fairly good and above, and complying well with the regulations of the training and fostering unit will be combined with the working time at the unit to evaluate the emulation title;- For individuals who transfer jobs, the new agency or unit is responsible for evaluating and awarding emulation titles (in cases where there has been a working period at the old agency or unit of 6 months or more, there must be an evaluation opinion from the old agency or unit);- Note, emulation titles will not be awarded to new groups established for less than 10 months, new individuals recruited for less than 10 months; individuals taking leave for 40 working days or more (except for female individuals on maternity leave; cases performing the tasks of combat, combat service, rescue, saving state or people's property, and getting injured requiring time for treatment and convalescence; vacation or leave according to policies); groups or individuals subject to administrative fines, or disciplinary actions from reprimand or higher.
