The Government of Vietnam has just issued Decree 90/2017/ND-CP stipulating the penalties for administrative violations in the field of veterinary medicine, which takes effect from September 15. If not muzzling dogs or not leashing them, and not having someone to guide when taking dogs to public places, the owner will be fined from 600,000 to 800,000 VND.
Animal breeders will be fined between 500,000 and 1,000,000 VND if they do not comply with the instructions of the specialized veterinary management agency when treating animals in the outbreak area, or use veterinary drugs not according to the manufacturer's instructions...
Authorities will impose fines ranging from 2 to 3 million VND if you commit any of the following acts: grazing sick animals in common grazing fields; not complying with the use of vaccines or preventive measures...
Penalties for violating general regulations on animal disease prevention:
- A fine from 1,000,000 to 2,000,000 VND for hiding, not reporting, or not promptly reporting to the commune-level People's Committee or the management agency when detecting and knowing that animals are sick, showing signs of illness, or dying due to infectious diseases.
- A fine from 4,000,000 to 5,000,000 VND for buying, erasing, or altering the Certificate of animal disease safety establishment.
- A fine from 5,000,000 to 6,000,000 VND for acts such as transporting or discarding sick or dead livestock, poultry, and their products into the environment; trading in infected breeding stocks.
- A fine from 6,000,000 to 8,000,000 VND for using veterinary drugs not listed in the permitted veterinary drug list in Vietnam; using veterinary drugs of unknown origin, expired...
Who imposes the fines?
- The Chairman of the commune-level People's Committee has the authority to fine up to 5,000,000 VND.
- On-duty police officers have the authority to fine up to 500,000 VND.
- The head of the commune-level police has the authority to fine up to 2,500,000 VND.
- The Chairman of the district-level People's Committee has the authority to fine up to 50,000,000 VND.
- On-duty police officers have the authority to fine up to 500,000 VND.
- Police officers on duty; the chairman of the People's Committee, the head of the police at all levels; etc., all have the authority to issue warnings.
- On-duty customs officers and market control officers all have the authority to fine up to 500,000 VND.
- Market control team leaders, and subordinate customs team leaders, etc., have the authority to fine up to 25,000,000 VND.
- Specialized inspectors, border guards, coast guards, customs, forest rangers, etc., all have the authority to impose fines with varying levels according to each rank...
