This content is mentioned in Plan 234/KH-UBND 2023 on General inspection of law compliance for multi-apartment housing (often called mini apartments) and rental service businesses throughout Hanoi city.
Accordingly, the inspection content according to the Plan includes:
1. Check compliance with laws on land, planning, and construction.
2. Check contents related to electrical safety.
3. Check contents related to fire prevention and rescue work.
- Check the implementation of the responsibilities of facility heads and household heads according to the provisions of the Law on fire prevention and fighting, Decree 136/2020/ND-CP dated November 24, 2020, and Decree 83/2017/ND-CP dated July 18, 2017 of the Government.
- Check and guide on conditions for fire prevention, fire fighting, and rescue for establishments according to the provisions of Article 5 and Article 7 of Decree 136/2020/ND-CP dated November 24, 2020, and Decree 83/2017/ND-CP dated July 18, 2017 of the Government.
- Inspect, guide, and recommend facility heads and household owners to add measures and solutions to ensure safety in fire prevention and rescue, focusing on the following contents:
+ Ensuring requirements for preventing fire from spreading horizontally and vertically in the building, such as closing stairwells, preventing fires in areas with different functions...
+ Escape routes and emergency exits: Regularly maintain roads and escape routes to ensure ventilation, create a second escape route through the balcony, loggia, emergency escape route to the roof, escape route to the next house, and add an escape rope ladder on the roof to assist in escape....
+ Ensuring fire safety of electrical systems and equipment, managing the use of fire sources, heat sources, flammable substances, explosives, fire-generating devices, heat-generating devices, charging electric motorbikes, electric bicycles, burning incense to worship...
+ Arranging and arrange items, vehicles (cars, motorbikes, etc.), and business goods in the house to ensure neatness, not obstruct escape routes, and not cause fire to spread to other areas in the event of an incident.
+ Organizing on-site fire protection forces to promptly detect and handle incidents as soon as they arise: organize propaganda and training on fire prevention and fighting knowledge and skills, escape skills, and proficient use of on-site fire prevention and fighting equipment for the permanent force and households living at the construction site.

The purpose of the Plan is to enhance the role and responsibility in leadership and direction of Party committees, authorities, and functional branches; and the awareness and responsibility of facility heads, householders, and people in implementing fire prevention and rescue work.
Promote propaganda and dissemination of legal knowledge on fire prevention and rescue and escape skills for people living and working in multi-apartment housing areas and rental houses to stay in the city area; Improve the effectiveness and efficiency of implementing policies and laws on fire prevention and rescue.
General inspection of compliance with laws on land, planning, investment, construction, electrical safety, fire protection, and rescue safety for 100% of mini apartments and rental service establishments in the management area; promptly detect and strictly handle violations according to the provisions of law.
The inspection and handling of violations must be implemented drastically, comprehensively, openly, and transparently, ensuring objectivity and compliance with the provisions of the law on the principle of "no prohibited areas, no exceptions". The inspection process must ensure that the impact on people's lives is minimized.
